The County has no such program. <br />Curbs, Gutters and Sidewalks: The curbs, gutters and side- <br />walks are installed by the City to protect the property from storm <br />water, erosion, etc., pursuant to a program under which the property <br />owner and the City share the cost on a 50-50 basis. <br />Recreation: Charlottesville has extensive park and recrea- <br />tion areas which are widely used by County as well as City residents. <br />The City supports a balanced recreation program for the benefit of <br />City residents and allows County residents to participate. The <br />County does not have a full time recreation department. <br />Public Education: The City of Charlottesville maintains <br />and operates well-rounded and coordinated programs and systems of <br />public, academic, scientific and vocational education. Adequate <br />teaching, instructions, management and administrative personnel <br />are provided. Such programs and systems are essential in the <br />community to meet the educational and training needs of children. <br />Opportunities for employment and services in the metropolitan area <br />are in direct proportion to the extent and quality of education <br />and training afforded in public educational and training systems. <br />It is essential that the people in the metropolitan area be <br />afforded the same educational and training opportunities provided <br />in Charlottesville's school system. <br />The quality of education in the City school system is <br />generally recognized as outstanding. Charlottesville offers its <br />school children a complete educational program commencing with <br />kindergarten for all children progressing through elementary, <br />-15- <br />
