As the need arises and safety of the public and <br />neighborhoods require, the street lighting system is extended or <br />improved to provide reasonable illumination. <br />The City provides for the maintenance of thousands of traffic <br />regulatory signs, traffic signals, street name signs and highway <br />route markers and the installation and maintenance of parking <br />meters for regulating the use of streets and highways for parking <br />vehicles. <br />Charlottesville also maintains and operates a coordinated <br />and integrated program of periodic cleaning of its streets, high- <br />ways and sidewalks and the removal of snow and ice from its princi- <br />pal thoroughfares and intensely used streets and highways. <br />The necessity for providing, maintaining, widening and im- <br />proving and keeping in repair many City streets and highways, the <br />lighting and cleaning thereof and removal of snow and ice therefrom, <br />is in great measure dictated by the daily use made of such streets <br />and highways by many people in the County. <br />The County of Albemarle does not expend any money on street <br />construction or maintenance. Those streets accepted into the State <br />Highway system are maintained by the State. Others are maintained <br />by the residents of the area in which located. <br />Except in a limited degree, the County does not provide <br />street lighting for streets and highways in the urban and urbanizing <br />areas sought to be annexed. <br />Charlottesville maintains an extensive tree planting and <br />conservation program which is essential for the appearance and <br />-14- <br />
