plumbing and water supply and sewage disposal systems in buildings <br />and structures are required to pass examinations before being <br />licensed. <br />Such regulations, standards and services are essential in <br />urban and urbanizing communities to protect and promote the safety, <br />health and welfare of the inhabitants. Albemarle County does not <br />provide examinations of the qualifications of licensees nor inspec- <br />tion services during construction. <br />Streets and Highways: Charlottesville maintains a coordinated <br />and integrated system of streets, highways and alleys, some of which <br />are connected directly with those in the County. New streets, <br />highways, and alleys in the City are opened and improved, and <br />existing streets, highways and alleys in the City are widened and <br />improved as their use and needs of the urban community require. <br />Land for such purposes is acquired by the City, and the work of <br />improvement is largely financed with City funds except in the cases <br />of subdivisions. All streets, highways and public alleys are like- <br />wise maintained and kept in repair by the City. <br />The control of streets, highways and alleys and the orderly <br />arrangements therein of underground and overhead facilities which <br />provide public services is essential for the proper and orderly <br />growth of a metropolitan area. Charlottesville also maintains a <br />coordinated and integrated system of street lighting for its prin- <br />cipal thoroughfares and streets and highways that are intensely <br />used. Street lighting for other streets and highways and alleys <br />is also provided according to a program based upon need and safety <br />-13- <br />
