Economic Growth and Development: Consolidation by annexa- <br />tion of the territory sought to be annexed with the City will <br />accelerate the economic growth of the metropolitan area. Charlottes- <br />ville's opportunities for economic growth are restricted by the <br />lack of industrial sites of any consequence. The economic growth <br />of the proposed annexed area is restricted by the inadequacy of <br />services and facilities for residential, commercial and industrial <br />development offered by the County. <br />It is the public policy of the Commonwealth to encourage <br />the location of new A.ndustries in the State and expansion of <br />existing industries. The General Assembly has created agencies <br />of the State government and appropriated funds to advertise and <br />disseminate information to attract the location of industry and <br />to aid in the organization and operation of corporations created <br />under the Virginia Industrial Development Act. It is the function <br />of these agencies to make available information regarding industrial <br />sites and other factors of interest and concern to industries, and <br />to formulate and advance programs encouraging the location of new <br />industries and expansion of others. The City and County have re- <br />cently created an advisory Industrial Development Commission to <br />promote the location of new industry in this area. <br />Industry is attracted by an assured, safe and plentiful water <br />supply, systems for the disposal of sanitary sewage, and adequate <br />storm water drainage, streets, highways, airports and all forms of <br />transportation, fire protection, educational, cultural and recrea- <br />tional facilities and progressive local government. <br />-17- <br />
