Joining of the territory sought to be annexed with the <br />City will facilitate provision and extension of those services, <br />facilities and improvements which will attract and are necessary <br />for industrial development, and will enhance the metropolitan <br />area's commercial and industrial advantages. Charlottesville's <br />form of government and the administration and management of its <br />affairs is of the character and quality that can and will provide <br />the services, facilities and improvements for the economic de- <br />velopment of the metropolitan area. <br />Planning for Development of Metropolitan Area: Consolidation <br />with the City by annexation of the territory sought to be annexed <br />is necessary for planning the uses of land and the services, <br />facilities and improvements necessary for its development before <br />it is occupied. Land which should be logically used for residential <br />development should not be devoted to other uses, and land which <br />should be logically developed for commercial and industrial use <br />should be devoted to such use. <br />No comprehensive land use plan can be an effective guide <br />for the metropolitan area without some form of central authority <br />responsible for the plan. Determination must be made in advance <br />of land uses and provision made for planned streets and highways <br />and necessary services, facilities and improvements in fixed <br />locations according to definite schedules. To prosper, a metro- <br />politan area plan is essential for the economic growth and <br />development of the area. Unrestricted and unguided development <br />can be worse than none at all.
