its application and execution in order that there be stability <br />and permanence in its effects. The City has in effect a master <br />plan for the orderly development and use of land in the City. <br />Substantial land, now vacant, rural or undeveloped in the <br />territory sought to be annexed should be planned for and devoted <br />to residential use. Substantial other land in the territory, now <br />vacant, rural or undeveloped, particularly land lying in the <br />vicinity of railroads passing through the City and major highways <br />should be planned for and devoted to industrial use and development. <br />While the County has a Planning Department, Planning Commis- <br />sion and Zoning Ordinances, consolidation with the City by annexa- <br />tion of the territory sought to be annexed will enable a <br />centralized authority to develop a comprehensive, stable and per- <br />manent plan for the residential and industrial development of the <br />metropolitan area, rather than two plans, and will permit economical <br />extension of streets, services, facilities and improvements for such <br />development and use. <br />The County has not provided the services, facilities and <br />improvements neces-ary for residential and industrial development <br />so as to further the economic growth of the metropolitan area. <br />AREA PROPOSED TO BE ANNEXED AND SIZE THEREOF: <br />S 3.
