EFFECTS OF ANNEXATION: <br />5 4. The County will be relieved of operational <br />expenses of and capital improvement expenditures necessary <br />to provide water, sewer, education and other services <br />needed now and in the future for overall development of <br />the area proposed for annexation. Its government will be <br />relieved of problems of urban growth and development for <br />which it is not designed. There will remain in the County <br />approximately 728 square miles of unincorporated territory <br />and the County will be left with resources sufficient in <br />area, population and sources of revenue adequately to <br />support the County government and public schools without <br />unreasonably affecting its present tax policy and structure <br />or its present standards of service. <br />GENERAL TERMS AND CONDITIONS UPON WHICH <br />ANNEXATION IS SOUGHT AND PROVISIONS PLANNED <br />FOR FUTURE MANAGEMENT OF THE TERRITORY: <br />§ 5. The City hereby sets forth the terms and condi-- <br />tions upon which it desires to annex the territory in the <br />County and the provisions for the future management and <br />improvement thereof as follows: <br />(a) The territory sought to be annexed and the <br />functions of its government with respect thereto will be <br />coor0-inated within the City's governmental and administra- <br />tive organization and structure as soon as practicable after <br />annexation is decreed.
