443 <br />A PUBLIC HEARING ON THE MOTION OF THE COUNCIL TO AMEND AND REENACT <br />CHAPTER 33 OF THE GENERAL Z014ING ORDINANCE OF THE UITY, BY THE ADDITION <br />THERETO OF A NEW SECTION REGULATING TRAILER CARS AND AUTOMOBILE TRAILER <br />CAMPS, WAS HELD ON THIS DATE PURSUANT TO NOTICE DULY PUBLISHED IN ACCORDANCE <br />PUBLIC HEARING RE: <br />CHANGES IN GENERAL__ ZONING WITH THE STATUTES FOR SUCH CASES MADE AND PROVIDED. THE MAYOR EXPLAINED THE <br />ORDINANCE <br />PURPOSE OF THIS HEARING AND AN OPPORTUNITY WAS GIVEN THOSE PRESENT TO SPEAK <br />IN REGARD TO THE PROPOSED CHANGE. SEVERAL PERSONS SPOKE CONCERNING THIS <br />MATTER AND A WRITTEN PETITION WAS ALSO PRESENTED. AFTER CONSIDERABLE DISCUSSION, <br />A MOTION BY MR. TEBELL, SECONDED BY MR. FORBES, THAT PARAGRAPH 1 OF SECTION IV <br />BE AMENDED TO READ AS FOLLOWS: <br />'. AND THAT THE PROPOSAL WAS NOW UNDER CONSIDERATION, <br />ON MOTION BY MR. TEBELL, SECONDED BY MR. WEINBERG, THE FOLLOWING <br />MEMORANDUM OF AGREEMENT WHICH HAD PREVIOUSLY BEEN APPROVED BY THE BOARD OF <br />IT SHALL BE UNLAWFUL FOR ANY PERSON TO PARK A TRAILER CAR <br />ON ANY STREET, ALLEY OR LANE OR OTHER PUBLIC PLACE IN THE CITY <br />OF CHARLOTTESVILLE AND USE IT FOR HUMAN HABITATION WHILE SO PARKED, <br />WAS UNANIMOUSLY ADOPTED. WHEREUPON AN ORDINANCE ENTITLED "AN ORDINANCE <br />ORDINANCE CARRIED OVER: <br />• <br />AMENDING AND RE-ENACTING CHAPTER NO. 33 OF THE CITY CODE OF 1945 BY THE <br />CH. 33 - SEC. 25. <br />ADDITION THERETO OF A NEW SECTION 25 OF CHAPTER, NO. 33 ENTITLED 'TRAILER <br />AND TRAILER CAMPS' ", WAS AGAIN PRESENTED, AND UPON BEING READ, WAS CARRIED <br />OVER TO THE NEXT REGULAR MEETING, <br />O <br />MR. WARNER WOOD OF THE CIVIC LEAGUE OF CHARLOTTESVILLE AND ALBEMARLE, <br />ADDRESSED THE COUNCIL WITH RESPECT TO THE OPERATION BY THE CITY OF A PARKING <br />LOT ON HIGH STREET, BETWEEN THIRD AND FOURTH STREETS, N. E., NOW UNDER <br />MATTER RE: PARKING LOT <br />CONSIDERATION BY THE COUNCIL. MR. WOOD STATED THAT HIS ORGANIZATION OPPOSED <br />ON HIGH STREET <br />THE CONSTRUCTION OF A PARKING LOT ON HIGH STREET DUE TO THE PROXIMITY OF <br />CERTAIN HOUSES OF HISTORIC VALUE, ONE OF WHICH, THE OLD NORRIS HOUSE, WOULD <br />BE DESTROYED BY THE PROPOSED VENTURE. <br />e <br />ON MOTION COUNTY WATER CONNECTION FOR DR. H. B. MULHOLLAND IN FARMINGTON <br />COUNTY WATER <br />CONNECTION <br />WAS APPROVED, <br />ON MOTION THE FOLLOWING COMMUNICATION FROM THE STATE WATER CONTROL <br />BOARD WAS ORDERED RECEIVED AND SPREAD UPON THE MINUTES OF THIS MEETING: <br />COMMUNICATION — <br />STATE WATER CONTROL <br />BOARD <br />19 DECEMBER 1952 <br />NAMES E.
