44 5 <br />DEPARTMENT, PLUS THE REMAINING SECTIONS TO BE CONSTRUCTED IN KIND. THE <br />DIFFERENCE IN THESE BIDS WOULD REPRESENT IN DOLLARS AND CENTS THE PORTIOPI THAT <br />THE STATE HIGHWAY DEPARTMENT SHOULD MEET TO COVER IMPROVEMENTS AND THE HIGHWAY <br />DEPARTMENT WILL ASSUME THAT MUCH OF THE WORK IN COMPLETING CONSTRUCTION OF <br />ROADS. <br />IT 1S FELT, IN ODDER TO GET THE MOST ADVANTAGEOUS BID, THE CITY OF <br />CHARLOTTESVILLE AND/OR AIRPORT COMMITTEE IN LETTING CONTRACT, SHOULD COVER <br />THE GRADING AND DRAINING OF ALL ROADS IN ACCORDANCE WITH THE ALTERNATE BID, <br />THE STATE HIGHWAY DEPARTMENT WITH THEIR OWN FORCES OR BY CONTRACT WILL PLACE <br />THE REQUIRED BASE AND SURFACING. IF THE COST OF PLACING BASE AND SURFACE IS <br />MORE THAN THE DIFFERENCE BETWEEN THE REGULAR AND ALTERNATE BIDS THE CITY OF <br />CHARLOTTESVILLE AND/OR AIRPORT COMMITTEE WILL PEIMBURSE THE STATE HIGHWAY <br />DEPARTMENT THIS DIFFERENCE. IF THE PLACING OF BASE AND SURFACING IS LESS THAN <br />THE -DIFFERENCE -BETWEEN REGULAR AND ALTERNATE BIDS, THE STATE HIGHWAY DEPARTMENT <br />WILL REIMBURSE THE CITY AWD/OR THE AIRPORT COMMITTEE THAT AMOUNT. <br />7. EXPENSES OF THE CITY-STATE OFFICERS FOR THE CALENDAR YEAR COMMENCING .JANUARY 1, <br />APPROPRIATION: <br />MIDWAY PARKING LOT <br />MATTER RE: PROPERTY <br />CORNER RIDGE ST. & <br />LANKFORD AVE. <br />REFUND LICENSE TAXES <br />APPROVED - RUSSELL MOONEY <br />1953 WERE PRESENTED AND THE AMOUNTS UNANIMOUSLY APPROVED. <br />THE RESOLUTION APPROPRIATING $69000.00 FOR CONSTRUCTION OF THE MIDWAY <br />PARKING LOT, WHICH WAS OFFERED AT THE LAST REGULAR MEETING, WAS ADOPTED BY <br />THE FOLLOWING RECORDED VOTE: AYES: Mr. FORBES, MR. HILL, MR. TEBELL AND MR. <br />WEINBERG. NOES: NONE. <br />Tm: CITY MANAGER ADVISED THAT THE COUNCIL PRIOR TO SEPTEMBER 1, 1952 <br />HAD AUTHORIZED NEGOTIATIONS WHEREBY THE CITY MIGHT ACQUIRE CERTAIN PROPERTY <br />AT THE CORNER OF RIDGE STREET AND LANKFORD AVENUE IN ORDER TO WIDEN THAT <br />INTERSECTION, AND THAT THE: DEED WAS NOW READY IN ORDER TO COMPLETE THE <br />TRANSACTIOtJ. UPON MOTION BY MR. TEBELL, SECONDED BY MR. WEINBERG, IT WAS <br />UNANIMOUSLY RESOLVED THAT THE MAYOR. BE AUTHORIZED TO EXECUTE A DEED WHEREBY <br />IN CONSIDERATION OF THE PAYMENT OF $10O.00 BY ROBERT L. FRACKELTON TO THE CITY <br />A PARCEL OF LAND OWNED BY THE CITY AT THE NORTHEAST INTERSECTION OF RIDGE STREET <br />AND LANKFORD AVENUE IS EXCHANGED WITH R. L. FRACKELTON FOR A PARCEL ALONG THE <br />NORTH SIDE OF LANKFORD AVENUE APPROXIMATELY 10 FEET DEEP AND 101.6 FEET LONG, <br />AND THE CLERK. ATTEST THE SAME AND AFFIX THE SEAL OF THE CITY THERETO. <br />ON MOTION BY MR. FORBES, SECONDED BY MR. WEINBERG, THE FOLLOWING RESOLUTION <br />WAS UNANIMOUSLY ADOPTED: <br />BF IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT $715.54 BE AND THE SAME IS HEREBY APPROPRIATED FOR REFUND.OF <br />LICENSE TAX TO RUSSELL MOONEY FOR TAXES IMPROPERLY COLLECTED FOR THE <br />YEARS 19509 1951 AND 19529 IN ACCORDANCE WITH REPORT SUBMITTED BY THE <br />COMMISSIONER OF REVENUE. <br />ON MOTION BY MR. FOR.a£S, SECONDED BY MR. TEBELL, THE COUNCIL VOTED TO GO INTO <br />EXECUTIVE SESSION BY THE FOLLOWING RECORDED VOTE: AYES: MR. FORBES, MR. HILL, <br />MR. TEBELL AND MR. WEINBERG.
