Mr. O'Connell said that the term sheet assumes that the location and design are <br />approved, and Council may want to separate those out. <br /> <br /> Mr. Cox said Council need s to support the concept in this location so that those <br />working on the mall design have a fixed point for design. Mr. Cox noted that the Center <br />estimated that it will take two years to raise the $150,000, and he thinks that gives the <br />City arnple time to decide what to do with the east end of the mall. Mr. Cox said it is <br />hard for the Center to raise money until they get this approval. <br /> <br /> Mr. Lynch said he does not really have a problem with where the monument is <br />located, but he thinks the design is too massive, and he would like to have "rapid <br />response" more clearly defined in the terms. <br /> <br /> Ms. Richards said she is hearing that there is flexibility in the design, but what <br />Council is being asked to support is very specific. Ms. Richards said she is delighted to <br />support the concept, but is concerned about the inflexibilky of the lease terms. <br /> <br /> Mr. Toscano said he cannot vote for the term sheet like it is, and suggested <br />convening a group to deal with the issue before the second reading of the ordinance. <br /> <br />ORDiNANCE:. INCREASING PARKING FINES (2nd reading) AN PARIGrNG <br />REPORT UPDATE <br /> <br /> Mr. Aubrey Watts, Director of Economic Development reviewed new on-street <br />parking which has been located in the downtown area: 124 spaces on Monticello Avenue <br />and more under review; additional spaces under the Belmont Bridge by restriping; and <br />review of additional spaces on Garrett Street, Avon Court and 6th Street, as well as 2nd <br />Street, 1st Street and Water Street. In addition, private off-street lots are being <br />investigated, though some of these would require a shuttle service. Mr. Watts said <br />construction has begun on the Water Street garage expansior~ Mr. Watts said that the <br />police have been asked to look at modifications to loading and handicapped zones. <br /> <br /> Mr. Cox asked if the private off-street lots would be free or if there woUld be a <br />cost to park there, and Mr. Watts said that some are remote, and it would be hard to get <br />fees to recover the cost, and others could generate fees. <br /> <br /> Responding to a question from Mr. Cox about the amount expected to be <br />generated from doubling the parking fines, Mr. O'Connell said approximately $90,000. <br /> <br /> Mr. Cox asked whether the strategy is to create a fund to allow the City to enter <br />into these parking arrangements, and asked what mechanisms the City would use to <br />market these new opportunities and to change people's habits and encourage them to park <br />farther out. Mr. Cox said he would like to explore the merits ofrestricting parking close <br />in to the downtown area until after 10:00 a.m~ <br /> <br />Mr. Watts said this is on the list of items for the consultant to investigate. <br /> <br /> Mr. Caravati said Council is likely to consider a parking fund in the budget <br />process. <br /> <br /> Mr. Lynch said he is not sure a $10 fine is enough and he proposed an amendment <br />to the ordinance that would raise the fine to $15. <br /> <br />Mr. Caravati said he could go along with that. <br /> <br /> Mr. Toscano asked what would happen if the ticket was not paid after 48 hours, <br />and Mr. Lynch said the fine would double to $30. <br /> <br />Mr. Cox seconded the amendment for the purpose of discussion. <br /> <br /> Ms. Richards asked when the new fines would take effect, and Mr. Brown said <br />they would take effect immediately unless otherwise specified in the ordinance, <br /> <br /> <br />
