7 <br /> <br /> The amendment to increase the frae to $15, doubling it to $30 if not paid within <br />48 hours, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch. <br />Noes: Ms. Richards and Mr. Toscano. <br /> <br /> Ms. Richards said she is concemed that increasing the frees will present a <br />hardship if additional relief is not provided, and she is more inclined to support the <br />increased fines if she feels the demand and supply are more equal. She said she would <br />favor setting an effective date for when additional lots are available. <br /> <br /> Mr. Cox said we should tie down when other spaces will be available and have <br />the fines kick in then, then he would be more comfortable with increasing the fines. <br /> <br /> Mr. Lynch said he feels we already have that parity and more, with more spaces <br />available and the ~ee trolley service. Mr. Lynch said he does not think it is unreasonable <br />to ask people to carpool or use the trolley. <br /> <br /> Mr. O'Connell noted that within a year we will have 500 new parking spaces. Mr. <br />O'Connell said the issue around the private off-street lots will be the cost, but said the <br />increased fines could be one source of funding. <br /> <br /> Ms. Richards proposed to amend the ordinance by setting an effective date of <br />April 2, and Mr. Cox seconded the motion. <br /> <br /> Mr. Toscano said he feels we need to get the parking numbers straight, and said <br />he does not think we will have added enough new spaces by April 2. <br /> <br /> Mr. Lynch said he supports the amendment and feels comfortable that staff can <br />get the new spaces up to 200 by that time. Mr. Lynch said he feels more spaces will be <br />created for shoppers on the mall. <br /> <br /> Mr. Cox said the increase in frees will generate more money for a targeted <br />parking fired, and suggested an aggressive campaign to market the new parking spaces. <br /> <br /> The amendment setting an effective date of April 2 was approved by the <br />following vote. Ayes: Mr. Caravati, Mr. CoX, Mr. Lynch, Ms. Richards, Mr. Toscano. <br />Noes: None. <br /> <br /> The ordinance entitled "AN ORDINAaNCE TO AMEND AND REORDAIN <br />SECTIONS 15-4 (GENERAL POWERS AND DUTIES OF CITY MANAGER AND <br />TRAFFIC ENGINEER AS TO TRAFFIC) AND 15-149 (PROCEDURE FOR <br />PARKING VIOLATIONS; PAYMENT OF FINE WITHOUT TRIAL) OF CHAPTER <br />15 (MOTOR VEHICLES AND TRAFFIC) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED" was approved by the following vote. <br />Ayes: Mr, Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Toscano. <br /> <br />ORDINANCE: REGULATING CELLULAR TOWERS <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning and Development Services, <br />said that the ordinance provides for regulation of cellular towers in commercial zones and <br />the elimination of such towers ~om residential areas, and provides design guidance and <br />incentives to encourage co-location of antenna and devices on existing structures and <br />buildings. <br /> <br /> Mr. Toscano asked if the ordinance can be amended on second reading, and Mr. <br />Brown said it can. <br /> <br /> Mr. Toscano made a motion to approved the ordinance entitled "AN <br />ORDINANCE TO AMEND AND RE-ORDAIN CHAPTER 34 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY ADDING <br />THERETO A NEW ARTICLE XVIII-B (COMMUNICATIONS <br />FACILITIES/TOWERS)," Ms. Richards seconded the motion and it was carried over to <br /> <br /> <br />
