Mr. ToScano asked that the recommendations made <br />by the Alltel representative be reviewed prior to the second reading. <br /> <br /> Mr. Lynch asked if towers could be allowed by special permit, and Mr. Tolbert <br />said it may not be necessary to require a special permit. <br /> <br />REPORT/APPROPRIATION: $5,000 - FREE BIKE PROGRAM <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, said that the concept of <br />providing t~ee bikes in designated spots for travel within the City is done in a number of <br />places, and it promotes balanced transportation and clean air. Mr. Huja said stolen bikes <br />collected by the police and bikes collected by the University will be used. The City will <br />initially frx up and paint the bikes and they will be available at six sites. The <br />Charlottesville-Albemarle Bicycling Association has volunteer to help, but the City's <br />insurance policy will cover the prograrr~ A volunteer committee -Mll work on <br />implementation of the program and it should be started by summer. <br /> <br /> Mr. Caravati asked how the program will be marketed, and Mr. Huja said the <br />program will be advertised and the bikes will be painted a bright identifying color. <br /> <br /> Mr. Cox asked about the safety issue of helmets, and h/h-. Huja said that is a good <br />question. <br /> <br />Mr. Toscano said that plays into the liability question. <br /> <br />Mr. Cox said he is concerned about the safety issue. <br /> <br /> Mr. John Boyle, representing CHABA, said that insurance carriers generally shun <br />these programs and will not provide insurance to them, and while CHABA has been <br />talking about incorporating, they are not very well organized now. <br /> <br /> Mr. Lynch asked what this would do to the City's insurance premium, and Mr. <br />Huja said he has been told that it will not change. <br /> <br /> Mr. Lynch asked what the cost would be for CHABA to incorporate and <br />questioned whether the City could pay for CHABA to incorporate as part of the deal, <br /> <br /> Mr. Toscano said he is worded about the details, and he would rather give money <br />to CHALBA and let them run the prograrn~ <br /> <br /> Mr. Cox made a motion to approve the $5,000 appropriation for the free bike <br />program, and Mr. Lynch seconded the motion. <br /> <br /> Mr. Lynch said he hopes CHABA will use some of the money to incorporate, and <br />said he would like to expand the program to an earn a bike program for youth and <br />downtown employees. <br /> <br />Mr. Caravati asked Mr. Huja to explore the liability issue further. <br /> <br />Mr. Cox said this is one more thing to encourage altemative transportation. <br /> <br />Ms. Richards suggested that perhaps we could develop a donate a bike program. <br /> <br />The appropriation was carried over to the next meeting for consideration. <br /> <br />RESOLUTION: ARTS IN PARTS <br /> <br /> Mr. Huja presented a proposal to place private art in 20 to 25 sites around the <br />City. There would be an annual competition and the City would provide space, a base for <br />the art and a small honorarium. Mr. Huja said funds for the proposal are set aside in the <br />Percentage for Art Program <br /> <br /> <br />
