28 <br /> <br />Housing Alliance, the National Housing Trust Enterprise, and a for-profit company from <br />Atlanta, Georgia. The buildings, which contain 150 units, need interior work, and the <br />City will be asked for resources of approximately $200,000 in the future to assist in this <br />project. <br /> <br /> Mr. Lynch said it looks like a very strong proposal. <br /> Ivlr. Cox said he is very impressed with the idea of finally offering residents of <br />Garrett Square full citizenship in the City and local accountability. Mr, Cox said he is <br />also impressed with the partnership and fortitude of the people who are trying to make it <br />happen. <br /> Ms. Richards said the Mayor is also owed credit for his dogged pursue of this <br />project. Ms. Richards asked if there are assurances that the resident services proposed <br />will occur. <br /> <br /> Mr. Huja said he thinks that most of the things proposed can be done, though <br />some things will need to be applied for. <br /> <br /> Mr. Toscano noted that Council's vision statements on housing all pertain.to this <br />project. Mr. Toscano made a motion to approve the resolution authorizing the City <br />Manager to sign letters supporting tax credits for the Garrett Square renovation project, <br />Mr. Cox seconded the motion and it was approved by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> BE IT PdgSOLVED by the Council of the City of Charlottesville, Virginia that <br />the City Manager is hereby authorized to execute on behalf of the City the following <br />documents, in form approved by the City Attorney: <br /> <br />Letters of support for federal tax credits to Piedmont Housing Alliance and <br />National Housing Trust - Enterprise for the Garrett Square Renovation <br />Project, copies of which are attached hereto <br /> <br /> Mr. Huja noted that the City will be sending another letter regarding zoning in <br />connection with the project that does not need Council approval. <br /> <br /> Mr. Cox asked When it will be known if the application is approved, and Mr. Huja <br />said the application is due on March 16 and a decision is likely in May or June. <br /> <br /> Mr. Cox suggested that in anticipation of approval that a resident structure be <br />built so that empowerment by Garrett Square residents can start now. Mr. Cox also <br />suggested that a delegation from Garrett Square be brought into the QCC process. <br /> <br />ORDINANCE: LATE FEE FOR PARKING FINES (INCREASING TIME TO 96 <br />HOURS) (2na reading) <br /> <br /> Mr. O'Connell explained that the ordinance being considered for second reading <br />increases the time before the late fee is charged to 96 hours and sets an effective date of <br />May 1. Mr. O'Connell said that questions were raised about waivSng the first ticket, but <br />in lieu of this it has been recommended that a grace period of up to two months be <br />approved to allow people to get adjusted to the change. Mr. O'Connell said that this <br />grace period could be approved in one reading if authorized by Council by a four/filths <br />vote. <br /> <br /> Mr. Lynch said he had hoped to find a way to waive the first parking ticket in a <br />calendar year, though he realizes the City would be giving up substantial revenues. Mr. <br />Lynch said it appears that the increased amount of revenues received for increased fees <br />would pay for the waived amount if the police continue to write the same number of <br />tickets. Mr. Lynch suggested that Council consider raising the frees for parking meter <br />violations and for illegally parking in a permit zone. Mr. Lynch suggested that the <br />parking fines be looked at in a more comprehensive manner and that a way be found to <br />waive the first ticket. <br /> <br /> <br />
