50 <br /> <br />the City Manager's suggestion, and said that if there is some unmet legal obligation <br />Council may have to consider a supplemental appropriation. <br /> Ms. Linda Peacock, Assistant City Manager, said there was some discussion with <br />the County that the County might put some funds for the SPCA into their capital budget <br />sooner than next year. <br /> <br /> Mr. O'Connell said that the Small Business Development Center (SBDC) can <br />draw down funds from in-kind funding through Economic Development, and another <br />alternative would be to reprogram CDBG money. <br /> <br /> Mr. Cox asked if the County is funding SBDC since 63% of its clients are from <br />the County, and Mr. O'Connell said that the County is not providing any funding, <br /> <br /> Mr. Lynch said he would prefer to take the funds from the Thomas Jefferson <br />Partnership for Economic Development (TJPED) and give it to SBDC. <br /> <br />Ms. Richards said this is a policy issue Council would need to discuss further. <br /> <br />Mr. Toscano noted that the TJPED has been on notice for years. <br /> <br /> Mr. Cox noted that SBDC clients are not coming from CDBG target <br />neighborhoods. <br /> <br /> Mr. O*Connell suggested putting TJPED on notice that their funds will not be <br />released until they come back with a business plan for the City. <br /> <br /> Ms. Richards said she would favor reprogramming $20,000 in CDBG funds and <br />providing $20,000 in-kind for one year, with the CDBG funds earmarked for residents of <br />target neighborhoods. <br /> <br /> It was pointed out that the $20,000 in-kind City services would bring $20,000 to <br />the SBDC, and Councilors agreed this should be targeted to CDBG neighborhoods, <br />therefore no additional City funding was recommended. <br /> <br /> Mr. O'Connell said that staff feel that the services provided by the Soil and Water <br />Conservation District are already provided by either the City or the County. <br /> <br />Councilors agreed not to fund and join the Soil and Water Conservation District. <br /> <br /> Mr. O'Cormell explained that a need of $4,861 was identified for JAUNT given <br />ADA requirements. <br /> <br /> Mr. Toscano recommended this be funded out of Council reserve and Councilors <br />agreed. <br /> <br /> Mr. O'Connell said that staff do not recommend that Blue Ridge English as a <br />Second Language be funded, but rather should be funded through the school system, and <br />Councilors agreed. <br /> <br />No additional funding was recommended for SHE. <br /> <br /> Ms. Peacock said that no formal request for funding has been made for the <br />Westhaven Nursing Clinic. <br /> <br /> Mr. Toscano said he feels it would be a terrible precedent to fund this request as <br />they did not go through the budget process. <br /> <br />Mr. Cox said he will support the Nursing Clinic, but wants more data. <br /> <br />There was no support at this time to provide funding for the Nursing Clinic. <br /> <br /> <br />
