51 <br /> <br /> Mr. Caravati recommended that funding for the Boys and Girls Club be reduced <br />to $20,000 because there has been no increase in youths served, and Councilors agreed. <br /> <br /> Mr. Cox said he would support the small increase in funding for the Music <br />Resource Center, but there was no support for doing this. <br /> <br /> Mr. Cox said he feels SOCCA is effectively serving youth, but there was no <br />support for additional funding. <br /> <br />Festivals <br /> <br /> It as agreed that funding would remain at staffs recommendation for the <br />Ashlawn-Highland Festival. <br /> <br />It was agreed that the Lewis and Clark Festival would be provided with $2,500. <br /> <br /> A decision on the African-American Festival was deferred so that Councilors <br />could read the information provided. <br /> <br /> Councilors agreed to provide $3,500 for the Heritage Theater provided that it is <br />targeted to City youth. <br /> <br />New Positions <br /> <br /> Mr. O'Connell said that the new positions being recommended, Inspector in <br />Neighborhood Development Services, Golf Course Maintenance position, and <br />Maintenance position in Wastewater, all have funding sources. <br /> <br />Mr. Lynch recommended that staff look at increasing frees for housing violations. <br /> <br /> Mr. O'Connell said that the Golf Course Maintenance position will be partially <br />funded by an increase in non-CRy resident golf fees. <br /> <br /> Councilors indicated that they would like for the increase in non-City resident <br />golf fees to cover the cost of the new position, but also asked that Golf Course staff be <br />consulted about the appropriate increase in the fees. <br /> <br />Mr. O'Connell said that the wastewater rates will fund the Maintenance position. <br /> <br /> Mr. Lynch suggested considering adding another CSO since they bring in so <br />much in parking tickets, but Mr. O'Connell recommended that we first get experience <br />with the new rates. <br /> <br /> Mr. Lynch said he would like to track professional services better, and would like <br />information n the fund balances of all capital funds. <br /> <br /> Mr. O'Connell said that staffis looking at a fee of $3 to $5, or a yearly pass, for <br />non-City residents for use of the Skateboard Park. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, Council voted to meet in <br />closed session for the purpose of discussing appointments to City boards, commissions or <br />agencies by the following vote. Ayes: Mr. Caravati~ Mr~ Cox, Mr. Lynch, Ms. Richards, <br />Mr. Toscano. Noes: None. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Mr. <br />Lynch, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.
