57 <br /> <br /> Ms. Cheryl Cooper, representing Jefferson Area Board for Aging, asked that <br />Council provide $3,400 for the nursing assistants program which will provide training for <br />10 clients. Ms. Cooper said private funding has been exhausted. <br /> <br /> Ms. Holly Edwards, 917 6th Street, N.E., representing the Westhaven Nursing <br />Clinic Coalition, thanked Council for acknowledging the need for the Clinic and <br />providing funding. <br /> <br /> Dr. Warren Grupe, 350 Barracks Hill, thanked Council for supporting the <br />Westhaven Clinic. Dr. Grupe said it is estimated that $25,000 to $30,000 in excess <br />revenue will be generated. <br /> <br /> Ms. Nancy O'Brien, Director of the Thomas Jefferson Planning District <br />Commission, said she appreciates Council's continued support, but said increased <br />funding is needed due to a loss of $10,000 in State funding for the criminal justice <br />planner. <br /> <br /> Ms. Virginia Roy, North 1st Street, Chair of the JABA Advisory Council on <br />Aging, thanked Council for funding JABA and encouraged them to provide the additional <br />$3,400 for the nursing assistants program, noting that there is a shortage of nursing <br />assistants. <br /> <br /> Mr. Mark Giles, a Computer 4 Kids Board Member, thanked Council for their <br />tremendous support for the Program, and asked Council to provide $15,000 for rent <br />which is not covered in the federal grant. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Ms. Richards said that a lot of needs have been mentioned that have not been <br />addressed by Council. Ms. Richards explained that certain items were reduced in the <br />capital budget because their current fund balances are adequate. Ms. Richards said she <br />would like to give a little more thought to requests made tonight. <br /> <br />It was agreed that the work session would be held on Wednesday, April 4th. <br /> <br />APPROPRIATION: FY 2001-2002 APPROPRIATION <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the Annual Appropriation <br />was offered and carried over to the April 10th meeting. <br /> <br /> Mr. Cox said he thinks it would be helpful to have agency representatives attend <br />the work session. <br /> <br /> Mr. Toscano said it is important to set ground rules for the work session as he <br />does not want to redo the public hearing. Mr. Toscano said that questions should be <br />given to staff and Council should be discreet in how they engage agency representatives <br />at the work session. <br /> <br /> Mr. Lynch said he would like a list of what has been spent out of Council reserve <br />for the past two years. <br /> <br /> Ms. Richards asked for more information on Piedmont Housing Alliance's <br />Homeownership Club, noting that the suggestion was made that there is no public <br />funding. Ms. Richards said she would like more information on the Nursing Assistants <br />Program and Criminal Justice Planner, and a review of conditions set by Council for the <br />Westhaven Clinic. <br /> <br /> Mr. Cox said he would like to know if the Computers 4 Kids request is expected <br />to be an annual expenditure or if they are planning to fund raise to cover the rent in the <br />future. He asked how many scholarship programs the City is current supporting, and to <br />what degree would the nursing assistants program fit into the City's scholarship program. <br /> <br /> <br />
