58 <br /> <br />Mr. Cox said he is pleased that Council was willing to receive the proposal made by <br />Westhaven Clinic. <br /> Mr. Toscano noted that just because there is a Council reserve does not mean we <br />have to spend it. Mr. Toscano said he would like to explore Piedmont Housing <br />Alliance's and JABA's requests a little more and get staff's view. Mr. Toscano said that <br />there is a joint agency revieW team process, but some of the requests made to Council <br />have not gone through that process and he would like the benefit of staff's insights. Mr. <br />Toscano said he would like to know how the nursing assistants program dovetails with U. <br />Va.'s efforts and insight on the criminal justice planner. <br /> Mr. Lynch said he would like more information on the request made by Shelter <br /> for Help in Emergencies (SHE), what is the actual budget request and what are the <br /> services. Mr. Lynch said he would like to see the original documentation for PVCC's <br /> funding request. <br /> Mr. Caravati said he would like to revisit the proposed funding for QCC and <br /> would like feedback from the Board on the way the money has been apportioned. Mr. <br /> Caravati asked ifthere is collaboration between Piedmont Housing Alliance and CRHA. <br /> Mr. Caravati said he would like to see a minimum of $20,000 remain in Council reserve, <br /> and noted that general funds that remain at the end of the fiscal year normally go into the <br /> City' s fund balance. <br /> <br /> Ms. Richard said that Council can by resolution deem the Council reserve as <br /> carryover funds. Ms. Richards said that she misses receiving more information on <br /> agency funding requests, and asked for more information on MACAA. <br /> Mr. Cox asked how agencies are notified about the budget process and said it <br /> would be helpful if they all knew this. Mr. Cox suggested that Council may want to <br /> institute a process that they will not accept late requests. <br /> Mr. O'Connell said that some agencies who made late requests were aware of the <br /> process and deadline. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> Mr. O'Connell said that the tax rates are proposed to remain the same. <br /> <br /> Mr. Cox said he is proud that Council responded to requests for tax relief and <br />raised the income threshold. <br /> <br /> Mr. Caravati said that including wounded war veterans in the tax relief program is <br />a question for next year's legislative package that he would like to explore. Mr. Caravati <br />said he voted against the tax levy last year because he advocated for reducing the tax rate, <br />and while he would like to reduce the rate this year, he will not pursue it because of the <br />slowing of the economy and needs. Mr. Caravati said that the increasing assessments are <br />a growing problem. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, the ordinance entitled "AN <br />ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES <br />OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE <br />CITY DEBT, PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, <br />FOR THE SUPPORT OF T HE CITY GOVERNMENT AND CITY SCHOOLS, AND <br />FOR OTHER PUBLIC PURPOSES" was offered and carried over to the April 10th <br />meeting for consideration. <br /> <br /> RESOLUTION: APPROVING FY 2001-2002 COMMLrNITY DEVELOPMENT <br /> BLOCK GRANT (CDBG) AND HOUSING OPPORTUNITIES MADE EQUAL <br /> (HOME) FUNDS <br /> Ms. Claudette Grant, Planner in Neighborhood Development Services, said that a <br /> joint Council/Planning Commission public hearing was held on March 8th on the <br /> <br /> <br />
