The recommendations made by the CDBG Task Force were <br />based on goals set by Council in the fall. <br /> <br /> Responding to a question from Ms. Richards, Ms. Missy Naylor, Planner in <br />Neighborhood Development Services, said that the proposal made by Children, Youth <br />and Family Services will provide business and child care training and mentoring for child <br />care providers for unusual hours. <br /> <br /> Mr. Cox said he finds it admirable that funding is recommended for rehabilitating <br />the Barrett Day Care Center, but is concerned that the project cannot be completed <br />without other funding, and asked if staff knows of other funding that could be available <br />or whether historic tax credits could be explored. <br /> <br /> Ms. Naylor said that $30,000 was provided last year and they have some other <br />funding'available, and Ms. Grant said that the CDBG Task Force made it clear that <br />Barrett Day Care Center needs to use the CDBG funds to leverage other funds. <br /> <br /> Ms. Richards said that local contractors and architects are skilled in preparing <br />these applications and said she hopes someone would volunteer. <br /> <br />Mr. Toscano said that tax credits may not apply to non-profit organizations. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the resolution approving <br />CDBG funding for FY 01-02 was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, the City of Charlottesville, Virginia receives Community <br />Development Block Grant funds each year from the Department of Housing and Urban <br />Development; and <br /> <br /> WItEREAS, the City Council of the City of Charlottesville, Virginia is required <br />to adopt budget allocations including any reprogrammed funds; and <br /> <br /> WHEPdgAS, the proposed 2001-2002 CDBG and HOME Budget Allocation has <br />been recommended by the Ridge Street Task Force on 2/I5/01, the CDBG Task Force on <br />2/27/01, and after a joint public hearing by the Planning Commission on 3/8/01. <br /> <br /> NOW, THEREFORE, Be It Resolved by the Council of the City of <br />CharlOttesville, Virginia that the CDBG 2001-2002 CDBG and HOME Budget <br />Allocation is adopted. <br /> <br />APPROPRIATION: APPROVING REPROGRAMMING OF CDBG FUNDS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the reprogramming of <br />CDBG funds appropriation was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/ORDINANCE: EXTENDING DOG LEASH REQUIREMENT <br />TO SCHOOL GROUNDS/EXTENDING "POOPER SCOOPER" ORDINANCE TO <br />ALL CITY PARKS AND PUBLICLY MAINTAINED RIGHTS-OF-WAY AND <br />PAVED SIDEWALKS, STREETS ANT) BICYCLE PATHS (2nd reading) <br /> <br /> Mr. O'Connell explained that this is the same ordinance considered by Council at <br />the last meeting which extended the pooper scooper requirement to public rights-of-way. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> 'Mr. Clyde Gouldman, City Attorney, noted that the Director of Public Works has <br />requested that the ordinance be amended to include publicly maintained rights-of-way. <br /> <br /> <br />
