60 <br /> <br /> On motion by Mr. Cox, seconded by Mr. Lynch, the ordinance was amended to <br />include publicly maintained rights-of-way by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> Mr. O'Connell said that five additional waste dispensers have been added at the <br />parks and others can be installed. Mr. O'Connell said that staffwill be watching the <br />impact of the ordinance. <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 4-41 (LEASHES REQUIRED FOR DOGS IN CERTAIN AREAS) AND 4- <br />42 (REMOVAL OF DOG DEFECATION) OF CHAPTER 4, ARTICLE II OF THE <br />CODE OF THE CITY OF CHARLOTTTESVILLE, 1990, AS AMENDED" as amended, <br />which was offered at the March 19th meeting, was approved by the following vote. Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> Responding to a question from Ms. Richards about the compromise proposal <br /> made for a dog park at Riverview Park, Mr. O'Connell said that there is an issue with <br /> neighborhood opposition that would need to be resolved before this could be pursued. <br /> <br />CONSENT AGENDA <br /> Mr. Cox asked that the ordinance closing Delevan Street be removed from the <br />consent agenda. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />a. Minutes of March 7, 14 and 19 <br /> <br />b. APPROPRIATION: $5,000 - Donation for Skate Park (carried over) <br /> <br />c. APPROPRIATION...: $138,802 - JADE Unit (Funding from Seizure Assets <br /> and Other Localities) (carried over) <br /> <br />ORDINANCE: CLOSING OF DELEVAN STREET <br /> <br /> Mr. Cox said he does not know if he fully understands the impact of closing <br />Delevan Street. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Planning Services, said the ordinance <br />will close an unopened platted portion of the street. The site is being developed and the <br />street is being closed in order to give the developer maximum flexibility with access. <br /> Mr. Cox asked if we will have some legitimate claim to having access on 7th <br />Street, and Mr. Tolbert said yes. Mr. Cox said he hopes that public street will be <br />developed from 7th Street. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Lynch, the ordinance entitled "AN <br /> ORDINANCE CLOSING, VACATING Al,ID DISCONTINUING A PORTION OF <br /> DELEVAN STREET RIGHT-OF-WAY" was offered and carried over to the next <br /> meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said hc attended a conference of Bike Ride Virginia which is using <br />the City as a model in developing bike paths. <br /> <br /> <br />
