61 <br /> <br /> Mr. Cox said he feels the comments made by Ms. Lugo about QCC and Vinegar <br />Hill were well placed and he advised Council to read "Urban Renewal and the End of <br />Black Culture in Charlottesville." <br /> <br /> Mr. Lynch noted that another charette about Jefferson School w/Il be held on <br />April 25th. <br /> <br /> Ms. Richards said that the Lewis and Clark Exploratory Committee has a new <br />webpage. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Council voted to meet in <br />closed session for the purpose of discussing appointments to City boards, commissions or <br />agencies, or discussion of matters related to assignment, appointment, promotion, <br />performance, demotion, salaries, disciplining or resignation of specific public officers, <br />appointees or employees, as authorized by Section2.1-344(A)(1) of the Virginia Code, <br />and for the purpose of considering the acquisition of real property for public purpose, or <br />the disposition of publicly held property, when discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as <br />property south of West Main Street by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WitEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted t~om open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMb/fiSSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Mr. M. E. Gibson was <br />reappointed and Ms. Del Harvey was appointed to two-year terms on the Jefferson Area <br />Board for Aging Board of Directors.
