76 <br /> <br />PRESENTATION: COMPREHENSIVE PLAN/NEIGHBORHOOD PLANS <br /> <br /> Mr. Tolbert said that the Planning commission has recommended the <br />Comprehensive Plan and Neighborhood Plans for formal adoption by Council. <br /> <br /> Ms. Richards congratulated the Planning Commission and staff for all the work <br />that has gone into the Plans. Ms. Richards said she thinks Council should have a work <br />session on the Plans. <br /> <br /> Mr. Cox agreed that a work session should be held, and complimented the <br />Planning Commission and staff for a very engaged process. Mr. Cox asked how the <br />information will be disseminated, and said he hopes some innovation will be used to <br />disseminate it in a user friendly way, perhaps with more graphics. Mr. Cox said he is <br />aware of another City who mailed a series of postcards with Comprehensive Plan <br />information to their citizens. <br /> <br /> Mr. Tolbert said he wants to put together a short synopsis with drawings and <br />maps. <br /> <br /> Mr. Toscano suggested that any small scale issues Council has about the Plans be <br />gotten to Mr. Tolbert and other large scale issues be put on the agenda for discussion at <br />the work session. Mr. Toscano suggested that the power point presentation could be <br />broadcast on cable TV. <br /> <br /> Ms. Richards recommended that Council hold one fmal public hearing after the <br />work session and any possible amendments made to the Plans. <br /> <br /> Mr. O'Connell proposed that the work session be held in May and the public <br />hearing in June, and asked that Council give any questions to staff by May 1st. <br /> <br /> Mr. Lynch extended his appreciation to staff and the Planning Commission and <br />said he feels they did a great job. <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that the Land Use Map is an important <br />integral part of the Comprehensive Plan, and he is working on a resolution for adopting <br />the Plan. <br /> <br /> Ms. Richards said she also admires the citizens who joined in the Comprehensive <br />Plan process. <br /> <br />REPORT: HOUSING STRATEGY ISSUES <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, presented a status report on <br />the City's Housing Strategy, including housing trends, housing demand, housing <br />construction trends, housing production, housing in progress, status of housing programs, <br />housing opportunities in the corridors and large vacant land sites for future housing. <br /> <br /> Responding to a question from Mr. Cox, Mr. Huja said that a sigrdficant <br />percentage of new rental property is student housing. <br /> <br /> Mr. Cox said that one of Council's principles is to market housing for non- <br />students. Mr. Cox said he would like a further breakdown of the data. Mr. Cox said he <br />would like to create incentives for urban housing for professionals, and said we have to <br />fred a way to distinguish ourselves from the housing in the County. Mr. Cox said he <br />would like to see more information on what kind and quality of product we are building.. <br /> <br /> Mr. Toscano said the question is how do we create incentives or whether the <br />market will create it itself. <br /> <br />Mr. Huja said the City can provide infrastructure assistance. <br /> <br /> <br />
