91 <br /> <br />PUBLIC <br /> <br /> Ms. Kathy Icenhour, 500 South First Street, thanked Council for the increased bus <br />service, said the City should continue to support agencies, supported water conservation; <br />said that Park Street traffic calling confuses drivers; expressed concerns about parking, <br />said that garages should be upgraded, and feels that QCC has been a good asset <br /> <br /> Ms. Tabira Engellan, referring to the ordinance increasing fines for illegal <br />parking, said she feels it is cheating to have included Northern Virginia areas in the <br />survey. Ms. Engleman said she thinks a loophole in the permit parking ordinance is that <br />people use visitor parking passes for long-term parking. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati asked if Council has any feedback on the information sent about the <br />Charlottesville Albemarle Regional Transportation Advisory Committee discussion. <br /> <br /> Mr. Cox said he does not feel Council has had adequate time and is only being <br />asked to wordsmith the language. <br /> <br /> Ms. Richards said she has issues with points 15 and 16. She said we cannot have <br />bus lanes with only two lane roads and she thinks it needs more clarification. Ms. <br />Richards said that the grid road issue puts neighborhoods at risk of being open to through <br />traffic. <br /> <br /> Mr. Cox said he feels the reference to two lane roads gives a signal of our intent <br />as a community that we are looking for smaller roads, and thinks the grid reference <br />continues to give the County a mechanism for connectivity. <br /> <br /> Mr. Caravati said if Councilors have any additional comments to get them to him <br />as soon as possible. <br /> <br /> Ms. Richards said she has received inquiries about mosquito infestation, <br />particularly in light of the fact that the West Nile disease has been detected in Virginia. <br />Ms. Richards said she thinks the City needs to talk about a program. <br /> <br /> Mr. O'Connell said that staff has been talking with the Health Department about <br />the issue and information has been included ' "' ,, <br /> m C~ty Notes. Mr. O'Connell said staff is <br />putting together additional educational information and will provide it to Council. <br /> <br /> Mr. Cox asked if staff can once again publicize the parking available on <br />Monticello Avenue. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on West <br />Main Street and property on Avon Street; and for the purpose of consultation with legal <br />counsel and briefings by staff members or consultants pertaining to actual or probable <br />litigation, where such consultation or briefing in open meeting would adversely affect the <br />negotiating or litigating position of the City, or consultation with legal counsel employed <br />or retained by a public body regarding specific legal matters requiring the provision of <br />legal advice by such counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote. <br /> <br /> <br />
