103 <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Council voted to meet in <br />closed session (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br />Noes: None.) for the purpose of appointing members to various City boards or agencies, <br />as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />public property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on West <br />Main Street and property on Avon Street; and for the purpose of consultation with legal <br />counsel and briefings by staff members or consultants pertaining to actual or probable <br />litigation, where such consultation or briefing in open meeting would adversely affect the <br />negotiating or litigating position of the City, or consultation with legal counsel employed <br />or retained by a public body regarding specific legal matters requiring the provision of <br />legal advice by such counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: <br />None. <br /> <br /> WItEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />/~ The mj~t~/s ~l~ourned. <br />/~/esident~' ~' <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, May 29, 2001 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Comprehensive Plan <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 29, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> Mr. Lynch asked that how other documents are incorporated into the <br />Comprehensive Plan and how the Plan will be distributed be discussed. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />Plan will be distributed via the Internet and on CD's, and executive summaries will also <br />be provided. Mr. Tolbert said that the Plan is envisioned to be a 20 year plan that will be <br /> <br /> <br />
