102 <br /> <br /> Ms. Virginia Roy, North 1st Street, said she found the presentation of the <br />ordinance confusing, but has no problem with the ordinance. Ms. Roy said she thinks <br />there will be better use of parking spaces if they are marked. <br /> <br /> Mr. Caravati noted that there has been neighborhood opposition to marking of <br />parking spaces within neighborhoods. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />CHAPTER 15 (MOTOR VEHICLES AND TRAFFIC), DIVISION 3 (RESIDENTIAL <br />PERMIT PARKING ZONES AND RESTRICTED PARKING BLOCKS) OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED," which was <br />offered at the May 7th meeting, was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />ORDINANCE: RENT/REAL ESTATE TAX RELIEF CHANGES <br /> <br /> Mr. caraVati said he removed the ordinance from the consent agenda because he <br />wanted to make sure the public is aware of the changes. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING ARTICLE III OF CHAPTER 25 <br />AND ARTICLE IV OF CHAPTER 30 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED RELATING TO RENTAL RELIEF AND <br />REAL ESTATE TAX RELIEF FOR THE ELDERLY AND DISABLED PERSONS" <br />was offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: EXPANDING PERMIT PARKING ZONE 4 (PARK LANE EAST, <br />WINE STREET, WINE CELLAR CIRCLE) <br /> <br /> Mr. Caravati noted that this ordinance will give the City the ability to include <br />these streets as restricted parking blocks should they meet the requirements, but this does <br />not designate them.as permit parking areas. <br /> <br /> Mr. Lynch asked if staff is addressing the issue of parking at the Park Lane <br />Apartments, and Ms. RIchards noted that Mr. Tolbert has been asked to look into the <br />matter. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. RIchards, the ordinance "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 15-204 OF CHAPTER <br />15 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, ADDING <br />PARK LANE EAST, WINE STREET AND WINE CELLAR CIRCLE TO PERMIT <br />PARKING ZONE 4" was offered and carried over to the next meeting for consideration. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Cormell asked Council to let him or Mr. Tolbert know about any issues <br />they would like addressed at the Comprehensive Plan work session. <br /> <br /> Mr. Caravati asked if Councilors are planning to attend the Venable <br />Neighborhood Association meeting to let the City Manager know so that notices of the <br />meeting can be sent. <br /> <br />PUBLIC <br /> <br /> Mr. Michael Weber, 1855 Westview Road, commended Mr. Lynch for <br />questioning how the CSX property became contaminated, and said he would be curious if <br />there is a lhnkage to the contamination at the landfill. Mr. Weber said the gag order on <br />the Ivy Landfill lawsuit is something the City should not have required, and said the <br />judgment of officials of the City, County, and Rivanna Solid Waste Authority should not <br />be trusted. Mr. Weber said the landfill should have been closed in 1993. Mr. Weber said <br />the solid waste cma be shipped out i£there is a will to do it. <br /> <br /> <br />
