BY ADDING A NEW SECTION 15- <br />302 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, <br />1990, AS AMENDED" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAIN1NG SECTIONS 21-26, 21-32, 21-56, 21-58, 21-59, 21-60 AND <br />21-63 ARTICLE II, CHAPTER 21 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO PRECIOUS <br />METALS AND GEMS" (carried over) <br /> <br />jo <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING SECTIONS 5-56, 5-57, 5-58, 5-60 AND 5-62 OF <br />ARTICLE II OF CIJ~a~_PTER 5 OF THE CODE OF THE CITY OF <br />CHA~OTTESVILLE, 1990, AS AMENDED, RELATING TO PERMIT <br />FEES" (carried over) <br /> <br />ORDINANCE: AMENDFNG DOUGLAS AVENUE CONTRACT (2nd reading) <br /> <br /> Mr. Gouldman said that changes have been proposed for the contract addendum, <br />including clarification and rewording and extension of the date for PUD submission. <br /> <br /> Mr. Toscano made a motion to approve the amendments to the ordinance, and Mr. <br />Cox seconded the motion. <br /> <br /> Mr. Lynch said he wishes he could vote for the ordinance, but he feels the City <br />has badly handled the situation. Mr. Lynch expressed concern about the lack of a real <br />environment assessment of the property and inadequate public comment. Mr. Lynch said <br />the City will spent another $35,000 for an assessment that should have been done a year <br />ago plus $185,000 to clean the site up, while keeping the most contaminated part. Mr. <br />Lynch said that completely eliminating the environmental damage could cost $1 million. <br />Mr. Lynch said he would like more information on how this contamination happened. <br /> <br /> Mr. Toscano said he does not know where the $1 million figure came t~om, but <br />noted that the site will not only be remediated, the slopes will be smoothed. <br /> <br /> Mr. Caravati said the public process on this project has probably been the most <br />extensive he has seen, and the only thing he thinks could have changed is the final <br />decision. <br /> <br /> The ordinance was amended as suggested by Mr. Gouldman by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Toscano. Noes: Mr. Lynch. <br /> The ordinance entitled "AN ORDINANCE AMENDING THE LAND <br />PURCHASE AND DEVELOPMENT AGREEMENT DATED DECEMBER 10, 2000, <br />BETWEEN BELMONT COMMONS, L.L.C. AND THE CITY OF <br />CHARLOTTESVILLE," as arnended, which was offered at the May 7th meeting, was <br />approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. Richards, Mr. <br />Toscano. Noes: Mr. Lynch. <br /> <br />ORDINANCE: PERMIT PARKING POLICY CHANGES (2nd reading) <br /> <br /> Ms. Richards said she wants to be sure that things that were suggested by Ms. <br />Virginia Roy have been addressed. <br /> <br /> <br />
