104 <br /> <br />reviewed by the Planning Commission every year. To implement the Plan, a working <br />committee will be formed to work on revising the text of the zoning ordinance. Non-land <br />use issues will be prioritized to bring to the Planning Commission or Council as <br />appropriate and a work plan will be developed. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Tolbert said he expects it will <br />take a good year to amend the zoning ordinance. <br /> <br /> Ms. Richards noted that there is no reference to the Transit Development Plan and <br />suggested that an executive summary be included in the appendix. <br /> <br />Mr. Toscano said that the Transit Development Plan has not yet been approved. <br /> <br /> Mr. Cox recommended including the substance of the Corridor Study in the plan <br />for each neighborhood. <br /> <br />Mr. Caravati suggested referencing the parking plan. <br /> <br /> Ms. Richards said that the CHART interim update has been approved and it <br />should be substituted for the CATS Plan. <br /> <br /> Mr. Lynch said he likes the idea of distributing the Plan on CD's and suggested <br />including the Corridor Study. <br /> <br /> Mr. Tolbert asked if Councilors are comfortable with the changes made to the <br />Comprehensive Plan. <br /> <br />Mr. Caravati said that certain inconsistencies still exist in the Plan. <br /> <br />Mr. Toscano said it is important that the Plan be seen as a road map. <br /> <br /> Mr. Tolbert said it will be made clear that neighborhood plans are the <br />neighborhood's positions. <br /> <br /> Mr. Caravati noted that some neighborhood plans express a desire for design <br />control districts in areas that are not likely to be historic districts, and Mr. Tolbert said <br />that the neighborhood believe they could be eligible. <br /> <br /> Ms. Richards said she would like to create more stringent oversight in entrance <br />corridors. <br /> <br />Mr. Cox said that voluntary guidelines can be provided for entrance corridors <br /> <br /> Mr. Tolbert said he wants to push as far as the City legally can, and said <br />incentives can also be provided. <br /> <br /> Ms. Richards recommended establishing a special interest committee to deal with <br />this issue. <br /> <br /> Mr. Cox said it would be hard to determine the City's expectations for specific <br />neighborhoods for prospective property buyers. Mr. Cox asked that an executive <br />summary of neighborhood priorities be provided. <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that the date needs to be added on the <br />resolution adopting the Plan for the Land Use Plan, and it was agreed the date should be <br />April 10, 2001. <br /> <br /> ;. <br /> Referring tb the Land Use Plan, Mr. Cox said that in some areas there seems to be <br />some areas that have escaped downzoning, such as Fifeville north of Oak Ridge and <br />Prospect and south of Cherry, and questioned why they are not targeted for R-1 and R- '~ <br />lA. Mr. Cox also noted that the area north of Washington Park is still zoned R-2. <br /> <br /> <br />
