Mr. Tolbert said that downzoning was recommended by the Planning <br /> Commission in those areas where neighborhoods brought it fo~wvard. <br /> <br /> Mr. Cox said he looks at downzoning as a means to stabilize neighborhoods. <br /> <br /> Mr. Caravati said that a problem with affordable housing can be created in certain <br /> downzonings. Mr. Caravati recommended looking at increasing square footage for <br /> accessory apartments. <br /> Mr. Cox noted that corridors can accommodate higher density housing. <br /> <br /> Ms. Richards said that affordable housing is defined differently by different <br />people and we may want to better define it in the Plan. <br /> <br /> Mr. Tolbert said he thinks there are ways to be creative within the law. <br /> <br /> Mr. Tolbert recommended that any additional Land Use Plan changes be made <br /> during next year's update of the Plan. <br /> <br /> Mr. Tolbert asked if Council is comfortable with the committee approach to <br /> amending the zoning ordinance. <br /> <br /> Mr. Cox said he would like to provide a forum to talk about what systematically is <br />done and said a small glossary may be needed to explain terms. <br /> <br /> It was agreed that Council will hold a public hearing on the Comprehensive Plan <br />on June 18th. <br /> <br /> Mr. Tolbert noted the language changes regarding development on the hill on <br />Barracks Road and the pedestrian connection, and adding observing design standards, etc. · <br />were added to get at neighborhood concerns. <br /> <br /> Mr. Lynch said he is frae with the language changes, and feels we should be <br />flexible about adjusting the language for other neighborhoods in the future. <br /> <br /> Mr. Caravati asked how we can get at the concerns regarding density, and Mr. <br />TOlbert said that can be addressed during the zoning amendment process. <br /> <br /> Mr. Caravati said another thread is the need to work with the University of <br />Virginia. <br /> <br /> Mr. Cox said he is supportive of the landscape buffer language in each <br />neighborhood. <br /> <br /> Ms. Richards said we may want to include a standard for buffering in the <br />ordinance. <br /> <br /> Mr. Toscano said we need to be flexible for different corridors. <br /> <br /> Ms. Richards recommended adding language regarding residential neighborhoods <br />to Council's vision statement, and Mr. Toscano noted that the language is contained in <br />Council's principles. <br /> <br /> Ms. Richards said she feels it should be part of the vision statement. <br /> <br /> Mr. Tolbert pointed out new language in the Johnson Village Plan, but also said <br />that the City cannot deny the opportunity to extend streets. Mr. Tolbert said the language <br />reflects enabling legislation and neighborhood concerns. <br /> <br /> Mr. Lynch asked about the definition of through traffic, and Mr. Gouldman said <br />that the subdivision law will provide guiding principles. <br /> <br /> <br />
