The facility shall be ADA accessible. <br /> <br /> Mr. Cox said if Ms. Richards was referring to action taken by City staff, this <br />should be followed up on, but Ms. Richards said she was not referring to City staff. <br /> <br />REPORT: LEGISLATIVE REPORT <br /> <br /> Mr. David Blount, Legislative Liaison with the Thomas Jefferson Planning <br />District Commission, summarized General Assembly action on the Commission's <br />legislative packet. <br /> <br /> Ms. Richards said that several bills of interest to the City were defeated by the <br />General Assembly, including bills to prevent localities from enacting living wage <br />ordinances, bills allowing localities to enact living wage ordinances, sexual orientation <br />and hate crime legislation, red light photo monitoring, and state funding of elections. Ms. <br />Richards said Charlottesville was included in the arts and cultural districts and substance <br />abuse treatment options are being considered. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, the following consent agenda <br />items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, <br />Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />a. APPROPRL~TION: <br /> <br />b. RESOLUTION: <br /> <br />Designating Rose Hill as Target CDBG <br />Neighborhood <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />the Rose Hill neighborhood is hereby designated as the 2002-2003 CDBG Priority <br />Neighborhood. <br /> <br />d. ORDINANCE: "AN ORDINANCE GRANTING A <br /> TELECOMMUNIATIONS FRANCHISE TO DOMINION TELECOM, <br /> INC., ITS SUCCESSORS AND ASSIGNS TO USE THE STREETS AND <br /> OTHER PUBLIC PLACES OF THE CITY OF CHARLOTTESVILLE, <br /> VIRGINIA FOR ITS POLES, WIRES, CONDUITS, CABLES AND <br /> FIXTURES, FOR A PERIOD OF FIVE (5) YEARS" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING SECTION 15-246, ARTICLE VI, CHAPTER 15 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED <br />RELATING TO RIDING AND SKATING ON SIDEWALKS ON THE <br />DOWNTOWN MALL" (carried over) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said the issue has been raised about reconsideration of the vote on <br />the special permit for the Rugby-Mclntyre Apartments. <br /> <br /> Mr. Cox said he voted against the special permit based on information he had at <br />that time, but since that time he has met with a representative of the applicant and has <br />received the full packet of information that the Harming Commission received. Mr. Cox <br />said Council also received a communication from the Venable Neighborhood Association <br /> <br /> <br />
