<br />the full process and he moved that the prior vote be rescinded so that Council can take up
<br />the matter again.

<br /> Mr. Lynch seconded the motion and said he felt at the time that he did not have
<br />enough information. Mr. Lynch said he feels there are still a few things left to be
<br />addressed, such as noise and massing.
<br />
<br /> The motion to rescind the vote was approved by the following vote. Ayes: Mr.
<br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.

<br /> Mr. Caravati said the special permit will be put on the agenda for the July 16th
<br />meeting.
<br />
<br /> Mr. Cox said the question remains whether the massing created a wall that was of
<br />concern to the residents. Mr. Cox said he would also like to explore a buffer.
<br />
<br />Mr. O'Connell noted that there will be no July 2nd Council meeting.
<br />
<br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Council voted (Ayes: Mr.
<br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in
<br />closed session for the purpose of discussion, consideration or interviews of prospective
<br />candidates for employment, assignment, appointment, promotion, salaries, disciplining or
<br />resignation of specific public officers, appointees or employees (2 matters), and
<br />appointing members to various City boards or agencies (1 matteD, as authorized by
<br />Section 2.1-344(A)(1) of the Virginia Code.

<br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Mr.
<br />Lynch, approved the following certification of closed meeting by the following vote.
<br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.

<br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant
<br />to an affirmative recorded vote and in accordance with the provisions of the Virginia
<br />Freedom of Information Act; and
<br />
<br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the
<br />Council that such closed meeting was conducted in conformity with Virginia law;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies
<br />that, to the best of each member's knowledge, (i) only public business matters lawfully
<br />exempted from open meeting requirements by Virginia law were discussed in the closed
<br />meeting to which this certification resolution applies, and (ii) only such public business
<br />matters as were identified in the motion convening the closed meeting were heard,
<br />discussed or considered by the Council.

<br />APPOINTMENTS: BOARDS AND COMMISSIONS
<br />
<br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Ms. Ida Lewis was
<br />reappointed to a three-year terms on the Albemarle-Charlottesville Regional Jail
<br />Authority by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms.
<br />Richards, Mr. Toscano. Noes: None. This term will expire on June 30, 2004.
<br />
<br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Ms. Aurora Nichols was
<br />appointed to a one-year term, and Mr. Richard Merriwether was reappointed to a three-
<br />year term on the Charlottesville-Albemarle Commission on Children and Families. Ms.
<br />Nichols' term will expire on June 30, 2002, and Mr. Merriwether's term will expire on ·
<br />June 30, 2004.

<br /> On motion by Mr. Toscano, seconded by Mr. Lynch, Mr. Blake Caravati and Mr.
<br />Maurice Cox were appointed as Council's representatives on the Mclntire Park Master
<br />Plan Steering Committee by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr.
<br />Lynch, Ms. Richards, Mr. Toscano. Noes: None.
