120 <br /> <br />promotion, salaries, disciplining or resignation of specific public officers, appointees or <br />employees (2 matters), and appointing members to various City boards or agencies (1 <br />matter), as authorized by Section 2.1-344(A)(1) of the Virginia Code; and for the purpose <br />of considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section72~l- <br />344(A)(3) of the Virginia Code, and more specifically described as property on Street, <br />N.E.; property on Water Street; property on Market Street; property in the Downtown <br />area; and property south of Water Street. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on this date pursuant <br />to an affirmative recorded vote and in accordance with the provisions of the Virginia <br />Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Vkginia law; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requkements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - June 18, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Mr. George McCallum, attorney and trustee for the Rugby/Mclntyre Apartments, <br />requested that Council rescind their vote on the special use permit requested for the <br />apartments on June 4th and consider the rmtter once again. <br /> <br />PUBLIC HEARING: SCHOOL BOARD APPOINTMENTS <br /> <br /> Mr. Caravati read the names of the applicants for the School Board: Claudia <br />Allen, Linda Bowen, Gregory Bragg, Hartwell Gary, and Julie Gronlund. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Richard Merriwether, 106 Locust Lane Court, spoke on behalf of Linda <br />Bowen who he said is one of the most experienced and knowledgeable School Board <br />members. <br /> <br /> Ms. Kathy Johnson Harris, Raymond Road, said she has known Linda Bowen for <br />years as a parent and committee member and feels she is tireless in helping all children in <br />the community. <br /> <br /> Ms. Linda Winecoff, 1610 Rugby Avenue, spoke on behalf of Julie Gronlund <br />who she knows professionally and personally. She said Ms. Gronlund is resourceful, <br />committed, ethical, and studious, and hold service to the community in high regard. <br /> <br /> Mr. John Reid, 1872 Winston Road, spoke on behalf of Claudia Allen who he <br />knows as a neighbor, friend, and co-volunteer. Mr. Reid said he feels it is important to <br />have School Board members who have kids in the school system, and said Ms. Allen is <br /> <br /> <br />
