Absent: Mr. Cox and Mr. Toscano. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Richards, Council voted (Ayes: Mr. <br />Caravati, Mr. Lynch, Ms. Richards. Noes: None. Absent: Mr. Cox and Mr. Toscano) to <br />meet in closed session for the purpose of appointing members to various city boards or <br />agencies, as authorized by Section 2.1-344(A)(1) of the Vh-ginia Code; for the purpose of <br />considering the acquisition of real property for public purpose, or the disposition of <br />publicly held property, when discussion in an open meeting would adversely affect the <br />bargaining position or negotiating strategy of the City, as authorized by Section 2.1- <br />344(A)(3) of the Virginia Code, and more specifically described as property on Water <br />Street; and for the purpose ofconsukation with legal counsel and briefings by staff <br />members or consultants pertaining to actual or probable litigation, where such <br />consultation or briefing in open meeting would adversely affect the negotiating or <br />litigating position of the City, or consultation with legal counsel employed or retained by <br />a public body regarding specific legal matters requiring the provision of legal advice by <br />such counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Lynch, seconded by Mr. <br />Caravati, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Lynch, Ms. Richards. Noes: None.
