136 <br /> <br /> WItEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the <br />Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br /> NOW, TItEREFORE, BE ~ RESOLVED that the City CoUnc~ hereby certifies <br />that, to the best of each member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were discussed in the closed <br />meeting to which this certification resolution applies, and (ii) only such public business <br />matters as were identified in the motion convening the closed meeting were heard, <br />discussed or considered by the Council <br /> <br />AWARDS/RECOGNITIONS: VERY SPECIAL ARTS POETRY PROJECT; <br />FIREFIGHTER RECOGNITION; PEW P;MRTN~RSHIP "SPOTLIGHT ON <br />SOLUTIONS" AWARD <br /> <br /> Ms. Jean ~-S~elm, Co-Chair of Very Special Ms, introduced Ms. Rose Williams <br />who read .one of her poems that was part of the Very Special Arts project. <br /> <br /> Mr. Caravati recognized Fkefighter Chris Huchek for his heroism in responding <br />to an automobile accident victim. <br /> <br /> Mr. Caravati announced that the CiW was recently award the Pew Partnership's <br />Spotlight on Solutions Award, which reco~ed the City's leadership in the <br /> · oh <br />revitalization of downtown and its preservation by spearheading the creation ox t e <br />pedestrian mall. <br /> <br />PUBLIC <br /> <br /> Mr. Tim Sanjule, Chen'y Street, presented Councilors with maps of the Rivanna <br />River. <br /> <br /> Mr. Caravati announced that the special permit for the Rugby-Mclntyre <br />apartments which was originally scheduled for this meeting, will be deferred to the <br />August 20th meeting. Mr. Caravati said that anyone who came to speak at the public <br />hearing would be given the opportunity to do so, but no one came forward. <br /> <br />PUBLIC HEARING: ACCEPTANCE OF NATIONAL GROUND INTELLIGENCE <br />ORDINANCE CENTER BUILDING LEASE TO CHARLOTTESVILLE <br />RESOLUTION INDUSTRIAL DEVELOPMENT AUTHORITY <br /> <br /> Mr~ Aubrey Watts, Director of Economic Development, explained that the <br />resolution will allow the Mayor to accept the property formerly occupied by the National <br />Ground Intelligence Center, and the ordinance will provide for the City to lease the <br />property to the Charlottesville Industrial Development Authority, who will manage the <br />property and be in charge of day to day activities. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Ms. Richards said she thinks the property transfer will provide a public good, and <br />noted that it took a lot of cooperation with our Congressman and Senator. Ms. Richards <br />pointed out that the property must be used for economic development and carmot be used <br />for other purposes. <br /> <br />Mr. Lynch said he ~J~uks the property will be a great asset to the commtmity. <br /> <br /> On motion by Ms. Richm'ds, seconded by l~&. Lynch, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE THE LEASiNG OF CITY PROPERTY TO THE <br />Ci4~,~LOT~SV!LLE INDUSTRLAL DEVELOP~'r~NT AUTHOR!TY FOR <br />PROPERTY AT 7th ANq:) EAST JEFFERSON STREETS (FO1LIV~RL.Y NG!C <br />BUILDING) was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
