150 <br /> <br />The amounts so appropriated as subgrants to other public agencies and private non-profit, <br />charitable organizations are for the sole purpose stated. The City Manager is authorized <br />to enter into agreements with those agencies and organizations as he may deem advisable <br />to ensure that the subgrants are expended for the intended purposes, and in accordance <br />with applicable federal and state laws and regulations; and <br />The City Manager, the Directors of Finance or Planning and Community Development, <br />and staff of the Charlottesville Redevelopment and Housing Authority (CRHA) are <br />authorized and directed to establish appropriate expenditure sub-accounts in the <br />Community Development Block Grant Fund to assist the City and CRHA in accounting <br />for such programs, and to establish administrative procedures and provide for mutual <br />assistance in the execution of the programs as provided by the Board of CRHA. <br /> <br /> c. APPROPRIATION: $100,000 - Derelict Structures Grant for Piedmont <br /> " Housing Alliance (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$100,000 from the Virginia Department of Housing and Community Development be <br />appropriated from the Grant Fund for the purpose of reimbursing the Piedmont Housing <br />Alliance (PHA) for expenses associated with the improvement of derelict structures in the <br />10th and Page neighborhoock <br /> <br /> WHEREAS, the City of Charlottesville has been advised of the approval by the <br />U. S. Department of Housing and Urban Development of Housing Opportunities Made <br />Equal (HOME) funding for the 2001-2002 fiscal year; and <br /> WHEREAS, the region has been awarded $836,000, for year nine or fiscal year <br />01-02, in HOME funding of which the City will receive $104,250 to be expended on <br />affordable housing initiatives such as Downpayment and Closing Cost Assistance, and <br />Substantial Rehabilitation; and <br /> <br /> WHEREAS, it is a requirement of this grant that projects funded with HOME <br />initiatives money be matched with local funding varying degrees; <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />the local match for the above listed programs will be covered by the Housing Initiatives <br />Capital Improvements Program account (26-042-051545) in the amount of $34,833.00. <br />The total of the HUD money and the local match, $139,083 wilt be distributed between <br />the following two accounts: Downpayment and Closing Cost Assistance (11-042- <br />093641) will receive $60,000 from HUD and $20,203 from the City; Substantial <br />Rehabilitation (11-042-093632) will receive $44,250 from HUD and $14,630 from the <br /> city. <br /> <br />HOME Program Funds <br />(Fiscal Year 01/02) <br /> <br />Downpayment/Closing <br />Cost Assistance <br />(11-042-093641) <br /> <br />Substantial Rehabilitation <br />(11-042-093632) <br /> <br />HOME %MATCH LOCAL <br />FUNDING REQUIRED MATCH TOTAL <br /> <br />$60,000 25% $20,203 $80,203 <br /> <br />$44,250 25% $14,630 $58,880 <br /> <br />$104,250 $34,833 $139,083 <br /> <br />d.
