158 <br /> <br />is a creative way to reuse bikes. Mr. O'Connell said that staff has tried to respond to <br />issues from Council when this issue was previously discussed. Mr. O'Connell thanked <br />the Charlottesville Albemarle Bicycling Association (CHABA) for their assistance. <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, acknowledged Amy Garvey <br />for running the bike program for children; John Boyle, former CHABA representative; <br />Steven Bock, President of CHABA; and the Dave Matthews Band for donating $4,500. <br />Mr. Huja said the program will have two components: a free community bike program <br />with 30 bikes, 15 ofwhich are ready, and the idea of learn a bike program will be <br />introduced. CHABA has been incorporated and will run the program. Stolen and <br />abandoned bikes will be repaired and used. Helmets will be available through the <br />Recreation Department. The program wilt begin by the end of October. <br /> <br />Ms. Richards thanked Mr. Huja for his good work. <br /> <br /> Mr. Cox said he is heartened that Mr. Huja stuck with the program and expressed <br />his appreciation for the volunteers. Mr. Cox said additional benefits of the program may <br />be making bikers for life and helping to commit to an extensive network of bike trails. <br /> <br /> Responding to a question from Mr. Cox, Mr. Huja said a hub will be a bike stand <br />with a sign that lists the rules and a disclaimer. <br /> <br /> Mr. Caravati noted that it is anticipated to cost $1,000 a year to maintain the <br />program, and asked if private funds will be raised or if funds will be requested in the <br />budget. <br /> <br /> Mr. Huja said that hopefully funds can be raised, but if that is not successful, <br />funds may be requested from the City. <br /> <br /> Mr. Caravati requested that a written report be presented to Council six months on <br />how the program is working. <br /> <br /> Responding to a question from Mr. Cox, Mr. Huja said that routine maintenance <br />will be done by volunteers, and other repair work will be dOne by professionals. <br /> <br /> Mr. Lynch said that it is a great effort by a number of people, and he is excited to <br />see the youth component. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, Council approved the free <br />bike program by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards. Noes: None. Absent for the vote: Mr. Toscano. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, the appropriation of $4,500 <br />of funds donated to the free bike program was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Mr. Steve Boch, representing CHABA, said that the main limiting factor of the <br />program is the supply of bikes, and he encouraged citizens to call him if they are <br />interested in donating bikes. Mr. Both said they are mainly interested in adult bikes. <br /> <br />ORDINANCE: LATE NIGHT NOISE ORDINANCE ON DOWNTOWN MALL <br /> <br /> Mr. Brown said that the issue of noise on the downtown mall is a difficult issue <br />and involves competing interests. Mr. Brown presented the ordinance which includes a <br />noise restriction between t0:00 p.m. and 6:00 p.m., and includes a subjective standard <br />and an objective standard of 75 decibels from a distance of 10' from the source, or plainly <br />audible from background noise at 125'. Mr. Brown said the ordinance deals with noise <br />generated outside, not within buildings. Mr. Brown said staffplans to pursue the code of <br />conduct for voluntary compliance. Mr. Brown suggested that a professional mediator be <br />used to help draft the code of conduct. <br /> <br /> <br />
