161 <br /> <br /> Ms. Richards questioned if we should consider indexing increases to keep up with <br />the cost to administer the program. Ms. Richards said she would like to see a regular <br />review of the fees. <br /> <br />Mr. Caravati suggested that the issue be discussed during the budget. <br /> <br /> Ms. Richards said that people on fixed incomes find it difficult to pay the <br />increase, but noted that the ordinance includes a provision for relief for those who qualify <br />for rent or tax relief. <br /> <br /> Responding to questions from Mr. Caravati, Mr. Tolbert said that more than <br />$30,000 is generated by frees for illegally parking in permit parking zones, and said that <br />most of the multi-family units that are grandfathered, with regard to the number of <br />permits they can receive, are small and have been operating for years with no problems. <br /> <br /> Mr. Cox asked if the increase in fees will now cover the administrative cost of the <br />program, and Mr. Tolbert said no, and noted that the fines go into the General Fund. Mr. <br />Cox said he agrees that there should be a way to index the fees. <br /> <br /> Ms. Richards said that Council could adopt the philosophical view that the City <br />should simply subsidize the program through the General Fund rather than charging for <br />permits. <br /> <br />Mr. Lynch said he would agree with that idea. <br /> <br /> Mr. Toscano noted that the money to administer the program would then need to <br />be found elsewhere in the budget. <br /> <br /> Mr. Craig asked Council to amend' the ordinance to include a multi-family unit <br />that will be grandfathered. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance was <br />amended to include a unit on Cherry Avenue by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />CHAPTER 15, DIVISION 3, SECTIONS 15-202, 15-203, 15-203.1, 15-207, 15-208, 15- <br />210 OF THE CODE OT HE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED <br />RELATING TO THE RESTRICENTIAL PERMIT PARKING ZONES AND <br />RESTRICTED PARKING BLOCKS," as amended, which was offered at the August 20th <br />meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, <br />Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />Council reconvened in closed session. <br /> <br /> Council reconvened in open session and, on motion by Mr. TOscano, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.
