Mr. Tolbert said that the ordinance has three major changes: <br />includes a definition of affected household; definition of block; and clarifies the number <br />of permits multi-family units can have. <br /> <br /> Ms. Richards said that the majority of complaints received about recent changes <br />in permit parking are about the increase in the cost for permits, and asked Mr. Tolbert to <br />explain why the increase was justified. <br /> <br /> Mr. Tolbert said that the increase, which was approved in May of 2001, was due <br />to the fact that the fees do not cover the cost to administer the program, and noted that the <br />fees have never been increased since the inception of the permit parking system. <br /> <br /> <br />
