166 <br /> <br /> Mr. Lynch suggested that the'fee issue be explored, and said he feels it would be <br />helpful to get a baseline of who uses the parks, and to be able to determine if the usage <br />falls off if an ordinance is enacted, <br /> <br /> Mr. Toscano recommended that staff prepare an ordinance requiring dogs to be on <br />leashes in parks, with blanks to he filled in by Council. Mr. Toscano said he is not sure <br />he wants to require leaShes at all parks, and would like to try shared use at Riverview <br />Park, with the play area fenced off. Mr. Toscano said that the ordinance could apply to <br />all City parks after the area at Towe Park is ready. <br /> <br /> Ms. Richards said she would recommend instructing staff to prepare an ordinance <br />that would apply to all parks, and recommended fhat we move quickly on the off-leash <br />area at Towe Park, and we continue to explore the feasibility of areas in Rives, Riverview <br />and Azalea Parks, and determine neighborhood reaction~ Ms. Richards suggested that <br />sponsorship of dog areas be cultivated and that sponsoring groups be involved in <br />developing rotes and regulations as well as ongoing maintenance. <br /> <br /> Mr. Caravati suggested that the ordinance be presented to Council at one of the <br />meetings in November. Mr. Caravati said he is particularly interested in setting criteria <br />for fenced in dog areas. <br /> <br /> Ms. Richards suggested that the aerial photographs and recommendations and <br />staff report be posted on the City's website. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COM~ddSSION <br />LEGISLATIVE PROGRAM <br /> <br /> Mr. Dave Blount, presented a brief update on the process for developing the <br />Planning District Commission's legislative program~ Mr. Blount said plans are to make <br />the document more informative this year and to provide supporting documentation, <br />background information and anecdotal information. Mr. Blount said he does not feel a <br />need to change the priority areas, but we may need to scale it back. Mr. Blount said that <br />a draft should be available by the end of September or early October. <br /> <br /> Mr. Toscano suggested that education be placed at the top of the priority list and <br />that capital needsofthe schools be looked at. <br /> <br />Ms. Richards said that the Transit Development Plan should be cited. <br /> <br /> Mr. Lynch said that the Planning District Commission also talked about adding <br />full fuming for the landfill closure. <br /> <br /> Mr. O'Connell asked if the First Cities recommendations can be put in the <br />legislative packet, and Mr. Blount said the recommendations can be looked at and a <br />determination made as to the extent they can be recommended in the Packet. <br /> <br />REPORT: PIEDMONT COUNCIL OF THE ARTS <br /> <br /> Ms. Nancy Brockman, Director of Piedmont Council of the Arts, presented <br />Councilors with their latest directory of local and regional art for children. Ms. <br />Brockman said that PCA has also been working on the Very Special Art Program with <br />the City's Recreation Department, to teach tolerance in the classroom <br /> <br />REPORT: STORM WATER MANAGEMENT <br /> <br /> Mr. O'Cormell said that federal regulations for storm water managemem are <br />significant. Mr. O'Connell said there is a possibility that drainage areas could be ideal for <br />greenways. <br /> <br /> <br />
