APPROPRIATION: $237,500 - Drug Court Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $237,500.00, to be received as a grant from the Virginia <br />Department of Criminal Justice Services, is hereby appropriated to account 11- <br />230-032045 in the Grants Fund for the purpose of operating the Charlottesville- <br />Albemarle Drug Treatment Court in Fiscal Year 2001. The Memorandum of <br />Agreement (MOA) between the City. of Charlottesville and the Virginia <br />Department of Criminal Justice Services sets forth the allocation of funds, which <br />are substantially as follows: <br /> <br />Offender Aid & Restoration/Jefferson Area Community Correction $ 71,564 <br />Region Ten Community Services Board $123,617 <br />City of Charlottesville $ 42,319 <br /> <br />TOTAL $ 237,500 <br /> <br />b. APPROPRIATION: <br /> <br />$4,500 - Donation for Free Bike Program <br />(2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virgini9a, that <br />the sum of $4,500 from the Dave Matthews Band is hereby appropriated to account 26- <br />020-051174-50111 in the capital fund for the purpose of funding the Free Bike Prograrr[ <br /> <br />RESOLUTION: APPROVING CAFI~ PERMIT FOR BLUE LIGHT GRILL <br /> <br /> Mr. O'Connell recommended that this caf6 permit be deferred so that the language <br />can be consistent with that approved for the Blue Light Grill. <br /> <br /> Council agreed that the sidewalk caf6 can continue to operate pending the <br />language change. <br /> <br />ORDINANCE: LATE NIGHT NOISE ORDINANCE ON DOWNTOWN MALL <br />(2na reading) <br /> <br /> Mr. BrOwn passed out a corrected ordinance which reflects the fact that the <br />ordinance, as offered on first reading, includes a start time of midnight on Friday and <br />Saturday nights. <br /> <br /> The ord'mance entitled "AN ORDINANCE TO AMEND AND REORDA1N <br />SECTION 16-3 (DEFINITIONS) OF CHAPTER 16 (NOISE CONTROL) OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, AND TO <br />FURTHER AMEND CHAPTER 16 BY ADDING THERETO NEW SECTIONS 16-10 <br />(SOUND LEVELS-DOWNTOWN MALL) AND 16-11 (SOUND LEVEL <br />MEASUREMENT)," which was offered at the September 4t~ meeting, was approved by <br />the following vote. Ayes: Mr. Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: <br />None. Absent: Mr. Cox. <br /> <br />PUBLIC <br /> <br /> Ms. Jill Williams, a resident of the downtown mall, thanked Council for adopting <br />the noise ordinance for the downtown mall. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell reminded Councilors of the Transit Development Plan work <br />session on Thursday. <br /> <br /> Mr. O'Connell said that the living wage ordinance, which is scheduled for a public <br />hearing on October 1 st, is be available to the public. <br /> <br /> <br />
