170 <br /> <br />Csident <br /> <br />NOTICE oF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, September 20th AT 7:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Transit Development Plan <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - September 20, 2001 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> Ms. Helen Poore, Transit Manager, presented an overview of the Transit <br />Development Plan which looks at how well we are doing and what we need to do to <br />attract more riders. The overall findings are positive, and the community was found to be <br />supportive of public transportation. Ms. Poore said staffwould like to receive direction <br />from Council about how to proceed with recommendations, including fare changes and <br /> <br />routes. <br /> <br /> Ms. Diane Taylor, Marketing Manager, provided Council with an update on <br />CTS's market campaign, one that works to promote a hip vision of riding the bus. <br /> <br /> Ms. Poore said that since 1997 frequency of routes has been increased, night <br />service has been added, and the fare free trolley has begun. There has been a 71% <br />increase in ridership and that is continuing to grow. <br /> <br /> Ms. Poore reviewed the Five-Year Plan and said the emphasis will be on <br />operations, and on addressing the issue with reliabilityi' Ms. Poore said changes have <br />been rrmde that do not have budget implications. <br /> <br /> Discussing the Year One Plan, Ms. Poore said improving on-time performance <br />and directness of routing on Route 7, by combining routes 7, 9 and 12 has been done. A <br />grant has been obtained to address the first year of adding a peak service shuttle to <br />downtown fi:om close-in park and ride lots. <br /> <br /> Council discussed the possibility of expanding the fare free trolley into areas now <br />served by regular buses. <br /> <br /> Ms. Poore combining routes 2 and 5 would eliminate the transfer and attract more <br />riders. Ms. Poore said the reliability of both routes needs to be fixed. This would require <br />a match by Albemarle County. <br /> <br /> Mr. Lynch asked if route 2 could be serviced with a smaller vehicle, and Ms. <br />Poore said it could, but not if it is combined with route 5. <br /> <br /> Mr. Lynch asked if the bus drivers can change the light to green rather than just <br />holding a green light. <br /> <br /> Mr. David Sampson, consultant for the Plan, said that traffic engineering would <br />have to look at the impact of doing that. <br /> <br /> <br />
