The overall findings are positive, and the community was found to be
supportive of public transportation. Ms. Poore said staff would like to receive direction
from Council about how to proceed with recommendations, including fare changes and
routes.

Ms. Diane Taylor, Marketing Manager, provided Council with an update on
CTS's market campaign, one that works to promote a hip vision of riding the bus.

Ms. Poore said that since 1997 frequency of routes has been increased, night
service has been added, and the fare free trolley has begun. There has been a 71%
increase in ridership and that is continuing to grow.

Ms. Poore reviewed the Five-Year Plan and said the emphasis will be on
operations, and on addressing the issue with reliability. Ms. Poore said changes have
been made that do not have budget implications.

Discussing the Year One Plan, Ms. Poore said improving on-time performance
and directness of routing on Route 7, by combining routes 7, 9 and 12 has been done. A
grant has been obtained to address the first year of adding a peak service shuttle to
downtown from close-in park and ride lots.

Council discussed the possibility of expanding the fare free trolley into areas now
served by regular buses.

Ms. Poore combining routes 2 and 5 would eliminate the transfer and attract more
riders, Ms. Poore said the reliability of both routes needs to be fixed. This would require
a match by Albemarle County.

Mr. Lynch asked if route 2 could be serviced with a smaller vehicle, and Ms.
Poore said it could, but not if it is combined with route 5.

Mr. Lynch asked if the bus drivers can change the light to green rather than just
holding a green light.

Mr. David Sampson, consultant for the Plan, said that traffic engineering would
have to look at the impact of doing that.
