171 <br /> <br /> Ms. Poore said an additional recommendation is to revise the running times on <br />route 4 and 6 and link the two, improving schedule reliability for both. This would also <br />add a new route to CHS. <br /> <br />Mr. Sampson said that it is the rare city that does not serve its high school. <br /> <br /> Ms. Poore continued with the recommendation of increasing frequency of peak <br />hour service on route 3 from 60 to 30 minutes. <br /> <br /> Mr. Cox asked if there is a demand for this and Ms. Poore said looking at <br />demographics of similar neighborhoods, it is projected that riders will increase if this is <br />done. <br /> <br /> Responding to a question from Mr. Cox, Ms. Poore said that the fare free trolley <br />produced most of the expansion last year. <br /> <br /> Ms. Richards asked Ms. Poore what her priorities are, and Ms. Poore said <br />improving reliability, especially on route 4 and 6, combining routes 2 and 5, and <br />maintaining the fare free trolley would be her priorities, in that order. <br /> <br /> Ms. Richards said efforts are still being made to try to get VDOT to fund CTS <br />operations. <br /> <br /> Ms. Poore said that Years Two through Five of the Plan essentially involve <br />adding new service, especially into the County. <br /> <br /> Ms. Sally Thomas, Chair of the Albemarle County Board of Supervisors, said that <br />the Board will have to look at the issue and make a decision about which areas to expand <br />into. <br /> <br /> Mr. Cox asked where the most impact can be made in Years Two through Five, <br />and Ms. Poore said that is a difficult question. <br /> <br /> Mr. Caravati asked Councilors if they have any issues about Years Two through <br />Five. <br /> <br /> Ms. Richards suggested talking to the University about the Fontaine Avenue <br />route. <br /> <br /> Mr. Lynch said he would like to see creation ora trolley link out to Route 29 <br />North, and would like coUncil to consider a policy that would take 10% of its urban <br />allocation to put into transit. <br /> <br /> Mr. Toscano asked what the impact would be of taking 10% out of the urban <br />allocatior~ <br /> <br /> Ms. Judy Mueller, Director of Public Works, said there would likely be no major <br />impact with what we are looking at now, but it may slow up new projects. <br /> <br /> Mr. Cox said he would like to fully fund recommendations in the Five Year Plan, <br />and would like to see if the ' ' ' <br /> C~ty s urban allocation could cover all those costs. <br /> <br />Mr. Caravati asked how the CoUnty's willingness to fund fits into the picture. <br /> <br /> Mr. Toscano said that historically if the County has not fimded a route, the City <br />does not either. <br /> <br /> Mr. Lynch said another funding idea is the creation of a transit management area <br />with a regional transit authority that has taxing powers. Mr. Lynch asked if the City, <br />CoUnty and MPO could agree they want to do something similar. <br /> <br /> <br />
