174 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, October 1, 2001 AT 6:15 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.1-344(A) of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - October 1, 2001 Council met in special session on this date with the following members present: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. On motion by Mr. Lynch, seconded by Ms. Richards, Council voted (Ayes: Mr. Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. Absent for the vote: Mr. Cox) to meet in closed session for discussion of the appointment of specific applicants to City boards and commissions and an evaluation ora specific public employee, as authorized by Section 2.1-344(A)(1); for the purpose of considering the acquisition of real property in the downtown area for a public pm'pose, when discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.1-344(A)(3); and for consultation with legal counsel and staff members pertaining to probable litigation, where such consultation in an open meeting would adversely affect the negotiating posture of the public body; and in a separate matter consultation with legal counsel regarding a specific matter requiring the provision of legal advice, all as authorized by Section 2. t-344(A)(7). Council reconvened in open session and, on motion by Mr. Toscano, seconded by Mr. Lynch' approved the following certification of closed meeting by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. WHEREAS, the City Council has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 2.344.1 of the Code of Virginia requires a certification by the Council that such closed meeting was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Council. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Toscano, seconded by Mr. Lynch, the following appointments were made to the Community Development Block Grant Task Force by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch' Ms. Richards, Mr. Toscano. Noes: None. Jacqueline C. Dugery (citizen; term to expire 5/30/03); Jane Barnes (Belmont representative; term to expire 5/30/04); Evelyn Yancey (Rose Hill representative; term to expire 5/30/04); Kenneth Wayne Jackson (representing social issues; term to expire 5/30/03); and Henry Garland White (Ridge Street representative; term to expire 5/30/04). On motion by Mr. Toscano, seconded by Mr. Lynch, Flo Taylor was appointed to the Rose Hill Neighborhood Task Force by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.
