This term <br />will expire on June 30, 2005. <br /> <br />COUNCIL CHAMBER - October 1, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: GREAT EASTERN MANAGEMENT; BIKE TO <br />WORK DAY; CLARK ELEMENTARY SCHOOL ANNIVERSARY; DOMESTIC <br />VIOLENCE AWARENESS MONTH; DISABLITY AWARENESS MONTH <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Steve Hopkins <br />of Great Eastern Management. <br /> <br />Mr. Lynch read the proclamation proclaiming Bike to Work Day. <br /> <br /> Ms. RiChards read the proclamation honoring Clark Elementary School's 80th <br />anniversary. <br /> <br />Mr. Toscano read the Domestic Violence Awareness Month proclamation. <br /> <br />Mr. Cox read the Disability Awareness Month proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. Herb Stahl, 1014 Grove Street, said he has tried unsuccessfully to get a <br />permit to park in front of his house on Grove Street because staffhas persisted in strict <br />interpretation of the ordinance. Mr. Stahl asked Council to direct the Treasurer to give <br />him a permit, noting that his mailing address is on Highland Avenue, not Grove Street. <br /> <br /> Mr. Rob Shiller, 1406 Holly Road, commended Council for considering moving <br />Council elections to November, but said consideration should be given to moving them to <br />odd years so that they will coincide with other State issues and election of constitutional <br />officers. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, agreed with Mr. Shiller about the Council <br />elections, and said that the terribly small turnout for Council elections is not good., and <br />the larger turnout will make for a more exciting and vibrant debate. Mr. Pfaltz said that <br />this is the opinion of the Republican City Committee. Speaking on behalf of himself, Mr. <br />Pfaltz said that he thinks Council deserves an increase in salary. <br /> <br />RESOLUTION: SPECIAL PERMIT FOR DAY CARE CENTER AT 2207 WAYNE <br />AVENUE <br /> <br /> Mr. Ron Higgins, Planner in Neighborhood Development Services, explained that <br />the application for the special permit came as a result of a citation to the operator for <br />exceeding the limit on the number of children allowed. Mr. Higgins said that the <br />Planning Commission and neighborhood had concerns, especially with traffic generated. <br />In response to questions raised by Councilors, Mr. Higgins said that other day care <br />centers were surveyed and it was found that current capacity exceeds enrollment. Mr. <br />Higgins said that the Planning Commission recommended that there should be no more <br />than eight children per day and the hours of operation should fall between 6:00 a.m. and <br />9:00 p.m. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Higgins said that the operator of <br />the day care center has indicated that she will be moving next year. <br /> <br /> <br />
