206 <br /> <br /> Mr. Cox said he has appreciated the oppommity to debate the issue, and feels <br />Council has the luxury to study the issue further. <br /> <br /> Ms. Richards asked how we can study the impact on other communities who have <br />moved their elections to November, and what kind of methodology can be developed to <br />do so. <br /> <br /> Mr. Caravati said he thinks the Virginia Municipal League and League of Women <br />Voters will study the issue. Mr. Caravati said he feels it is germane that most of the <br />United States hold their local elections in November. <br /> <br /> Mr. Lynch said that while he is not saying he would support it, he does feel <br />having the elections in Odd years would be superior. <br /> <br /> Ms. Richards said that last year's Legislative Program asked the State to bear <br />more of the cost of elections, and Council may want to include that in this year's Program <br />as well. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PROGRAM <br /> <br /> Mr. O'Connell reviewed highlights of the Planning District Commission's and <br />City's Legislative Program. <br /> <br /> Mr. Dave Blount, Legislative Liaison with the Planning District Commission, <br />explained that the goal of the document is to be more informative and educational, Mr. <br />Blount said that funding will be an unprecedented challenge for the Legislature this year, <br /> <br /> Ms. Richards asked if Mr. Blount is aware that the Metropolitan Planning <br />Organization had sent some amendment to the Program, and Mr. Blount said he is. <br /> <br /> Mr. Toscano asked if the $190 million in City capital needs can be defended, and <br />Mr. O'Connell said he is comfortable with that figure. <br /> <br /> Mr. Toscano asked if Council had ever taken a vote to request $250,000 in urban <br />allocation funding for the trolley route, and Ms. Richards said this was included in her <br />request to VDOT which was circulated and approved by Council. <br /> <br /> Mr. Blount presented two amendments to the Program, opposing mandates on <br />environmental issues related to the Bay, and clarifying a change regarding sewage sludge. <br />Mr. Bloutn said Council may also want to add a reference to the local program of <br />municipal utility inspection. <br /> <br /> Mr. Toscano made a motion to approve the Thomas Jefferson Planning District <br />Commission Legislative Program, with the amendments suggested by Mr. Blount. Mr. <br />Cox seconded .the motion, and it was approved by the following vote. Ayes: Mr. <br />Caravat[, 1Vtr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />REPORT: CITY'S LEGISLATIVE PROGRAM <br /> <br /> Ms. Linda Peacock, Assistant City Manager, presented the City's draft Legislative <br />Program, noting that it does not need to be approved until December 3fa. Ms. Peacock <br />said the sentence regarding the JLARC study on page 1 should be deleted. She noted that <br />the priorities have been reorganized. Ms. Peacock asked that Council provide any <br />feedback on the draft to staff by Wednesday. <br /> <br /> Mr. Cox asked how and if the issue of brownfields will be incorporated, and Ms, <br />Peacock said Lisa Kelley, Deputy City Attorney, does not recommend incorporating all <br />of the language, and feels it would be best to wait until after the subcommittee meeting <br />and insert what is pertinent to Charlottesville. <br /> <br /> <br />
