207 <br /> <br /> Mr. Cox asked about the issue of having a City representative on the University's <br />Board of Visitors, and Ms. Peacock noted that this request was made letter last year. <br /> <br /> Mr. Caravati asked about section 2b on page 9 regarding manufactured homes, <br />and Ms. Richards said that may have come from the Virginia Municipal League. <br /> <br />Mr. Caravati said he objects to this section. <br /> <br />Mr. Blount said he can get'some background information on this sectiom <br /> <br /> Mr. Lynch said he would like to add a request for full funding for landfill closure <br />funds and recycling, including support for increasing the tipping fee statewide to fund <br />the closure costs. Mr. Lynch said he would also like to request legislation that would <br />allow localities to ask for affordable housing proffers, noting this may actually help the <br />surrounding localities get more affordable housing. <br /> <br /> Mr. Caravati asked if Mr. Lynch has any examples of proffers to share with <br />Council. <br /> <br /> Mr. Cox asked about language supporting enabling legislation to enact a living <br />wage ordinance, and Ms. Richards agreed. <br /> <br /> Mr. Brown said that was considered, but not recommended since Council has <br />akeady adopted such an ordinance. <br /> <br /> Ms. Richards asked that funding for bill 440 be included on page 3, cl,and <br />recommended that the 1~t Cities Coalition be referenced. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Caravati said that the ordinance rezoning Douglas Avenue will be deferred <br />until the next meeting. <br /> <br /> Mr. Toscano removed the Year End Adjustment Appropriation from the consent <br />agenda, and Ms. Richards removed the minutes from the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Cox, the following consent agenda <br />items were approved by the followSng vote. RESOLUTION: Extending All Existing Outdoor Caf6 Permits until <br /> 12/31/01 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />notwithstanding the provisions of City Code Section 28-214, the City hereby extends the <br />caf6 season to December 31, 2001. All restaurants holding a valid sidewalk caf6 permit <br />granted by the Charlottesville City Council shall be allowed to leave the caf6 furniture <br />and equipment in place, and operate the sidewalk caf6 until December 31, 200I. <br /> <br />b. RESOLUTION: Transfer of Juvenile Justice Planner Position to OAR <br /> <br /> WHEREAS, the Thomas Jefferson Planning District Commission adopted a <br />resolution on October 4, 2001 supporting the relocation of the Criminal Justice Planner <br />position of the Thomas Jefferson Area Community Criminal Justice Board from planning <br />district offices to the offices of OAR-Jefferson Area Community Corrections located at <br />750 Harris Street in Charlottesville, Virg~ 22903; and <br /> <br /> WHEREAS, at its meeting on September 10, 2001, the Thomas Jefferson Area <br />Community Criminal Justice Board passed a resolution approving the relocation of the <br />Criminal Justice Planner position from the Planning District Commission office to OAR- <br />Jefferson Area Community Corrections; and <br /> <br /> <br />
