208 <br /> <br /> WHEREAS both the Planning District Commission and the Community Criminal <br />Justice Board are in agreement that the proposed relocation would benefit the Thomas <br />Jefferson Area CCJB. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Charlottesville City Council <br />approves and supports the relocation of the Criminal Justice Planner position to OAR- <br />Jefferson Area Community Corrections and agrees to the transfer of the financial <br />management of all Community Criminal Justice Board funding to OAR-Jefferson Area <br />Community Corrections. <br /> <br /> c. ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 2-5 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br />RELATING TO FINANCIAL DISCLOSURE" (carried over) <br /> <br />MINUTES: November 5, 2001 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the minutes of November <br />5th were approved, as corrected by Ms. Richards, by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />APPROPRIATION: YEAR END ADJUSTMENTS <br /> <br /> Mr. Toscano asked if the supplemental appropriations are historically out of the <br />ordinary, and Ms. Rita Scott, Director of Finance, replied that the largest single one is the <br />jail as a result of the increase in their rate and more prisoner days. <br /> <br />Mr. O'ConneI1 said this figure includes the new building costs. <br /> <br />Ms. Scott said that energy costs hit several areas very hard this year. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Richards explained that Transit <br />picks up the cost of service provided by other departments, and this is considered as <br />revenue to the general fund. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the Year End <br />Appropriation was offered and carded over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />Council reconvened in closed session in the Second Floor Conference Room. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Mr. Cox, approved the following certification of closed meeting by the following vote: <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> WHEREAS, the City Council has convened a closed meeting on tlfis date <br />pursuant to an affirmative recorded vote and in accordance with the provisions of the <br />Virginia Freedom of Information Act; and <br /> <br /> WHEREAS, Section 2.2-3711 of the Code of Virginia requires a certification by <br />the Council that such closed meeting was conducted in conformity with Virginia law; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council hereby <br /> <br /> <br />
