He said he does not like the idea of fencing an area at Riverview for a <br />dog rum He said he is trying to find balance, and would support the notion of shared use <br />with the understanding that it may be back before Council in six months. He said he <br />thinks shared use can be set up with minimal enforcement, but people should be fined if <br />they violate the ordinance. Mr. Toscano said that in light of the easement concerns no <br />off. leash dogs should be allowed in those areas, but offleash dogs could be allowed in <br />the loop area on several days of the week, but when dogs leave the loop area, they need to <br />be leashed If this does not work, Mr. Toscano said Council can amend the ordinance so <br />that no off leash dogs will be allowed in any parks. <br /> <br /> Mr. Toscano made a motion to approve the ordinance with language added "or on <br />designated days and in designated areas of the Greenbelt and Riverview Parks as <br />determined by Parks staff." Mr. Cox seconded the motion and the ordinance was carded <br />over to the next meeting for consideration. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Toscano said he assumes the <br />Parks Cowanittee wffi have a role in designating off leash days.. <br /> <br /> Mr. Cox said that he hopes a consensus among dog owners, the neighbors and the <br />Advisory Committee can be reached. <br /> <br /> Mr. O'Cormell said there needs to be ownership by all users of the park, and the <br />police need to be part of the agreement. <br /> <br /> Ms. RiChards expressed concern that Council is ignoring the recommendation <br />made by staff and the Advisory Committee. <br /> <br />~SOLUTION: CITY'S LEGISLATIVE PROGRAM <br /> <br /> Ms. Lisa Kelley, Deputy City Attorney, reviewed the updated Legislative <br />Program, which includes additions on living wage, municipal solid waste disposal, <br />tipping fees to fund recycling and landfill clean up, restoration of rights to convicted <br />felons, and a local appointment to the Board of Visitors. Ms. Kelley said that three other <br />additions were requested after the packet was prepared: moving Council elections to odd <br />numbered years in November; a local option sales tax; and opposing legislation <br />restricting Council's ability to restrict weapons in the workplace. <br /> <br /> Mr. Caravati said that the language regarding the appointment to the Board of <br />Visitors is different and has a Council member appointed by Council. <br /> <br />Ms. Richards said she feels it should be subject to the Governor's appointment. <br /> <br /> Mr. Caravati agreed and noted that it would not necessarily require addition of a <br />member to the Board, but could just be a resident of the City. <br /> <br />Ms. Richards said that a resident does not necessarily represent the City. <br /> <br /> Mr. Caravati said he has been concerned about the politicization of the Board of <br />Visitors over the last few years~ <br /> <br /> Ms. Richards asked why moving the Council elections to offyears 'in November. <br />was added since Council did not support the idea. <br /> <br /> Mr. Caravati said the largest objection to mOving the elections to November was <br />that they would be held on years when there are federal elections rather than state <br /> <br /> <br />
