Mr. Cox said it does address some of the concerns <br />but does not commit Council. <br /> <br /> Mr. Lynch said if moving the elections to odd years is added then he would also <br />ask that Council have the ability to shorten Council terms as well as lengthen them. <br /> <br />Mr. Toscano said he does not feel strongly about the issue. <br /> <br /> Ms. Richards said she does not favor adding the local option sales tax as she feels <br />it is a regressive tax, whereas she feels an income tax is a progressive tax, and is not a <br />form of taxation we should seek to expand. <br /> <br />Councilors agreed with Ms. Richards. <br /> <br /> Mr. Caravati asked that the language regarding manufactured housing be <br />removed. <br /> <br /> Mr. Cox said there is no difference when manufactured housing is high end, but <br />when it is lower end quality it has implications for cities, and he thinks the language <br />should remain. <br /> <br /> Mr. Caravati said the likelihood is small in Charlottesville to have lower end <br />manufactured housing because of land cost. <br /> <br /> Mr. Lynch said he does not have a problem with modular houses, but has a <br />problem extending by-right use. Mr. Lynch noted that they are not discriminated against <br />now. <br /> <br /> Mr. Toscano asked if there is anything that prohibits modular home s in the City <br />now, and he was told no. <br /> <br /> Ms. Kelley noted that the issue had been flagged by the Virginia Municipal <br />League, local government officials and planning staff because of their concern about the <br />by-right use. <br /> <br /> All Councilor except Mr. Caravati agreed that that the language regarding <br />manufactured housing should remain. <br /> <br /> Mr. Lynch said he would favor leaving in the language about moving elections, <br />but with the ability to adjust terms either shorter or longer. <br /> <br /> Mr. Cox said he has a problem with shortening terms, and it was agreed that the <br />language should remain as is. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, the City's Legislative Program <br />was approved, with changes agreed upon, by the following vote. Ayes: Mr. Caravati, <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br />REPORT: E-GOVERNMENT <br /> <br /> Mr. O'Connell said staff has been looking ahead at future customer'service needs, <br />how better to ut~e phones and messaging systems, and how to better promote <br />democracy through the web. <br /> <br /> Mr. Rick Fore, Director of Information Technology, reviewed the goals of E- <br />Government: Redefining the delivery of government services; A single point of contact <br />that makes a government organization totally transparent to citizens; and Alternative <br />service delivery capabilities that reshape relationships between citizens, businesses and <br /> <br /> <br />
