226 <br /> <br /> Mr. Cox said the only time we have gotten good design is when the City has paid <br />for it, and said we have to be very clear about how we want it designed and who designs <br />it. <br /> <br /> Mr. O'Connell said that staff can work with VDOT to see if elements of the <br />bridge on West Main and Ridge Streets could be applied to the bridge. <br /> <br /> Mr. Toscano made a motion to approve the resolution approving the design for <br />the Jefferson Park Avenue Bridge, with the following language added "that the City <br />Manager is authorized to discuss appropriate design enhancements and mechanisms for <br />approving the costs of the same." Mr. Lynch seconded the motion and the resolution <br />was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, a Location and Design Public Hearing was conducted on January <br />27, 2000 in the City of Charlottesville by representatives of the Commonwealth of <br />Virginia, Department of Transportation after due and proper notice for the purpose of <br />considering the proposed location and design of Jefferson Park Avenue Bridge Project <br />U000-104-V09, PE-101,RW-201, C-501,B-607 in the City of Charlottesville at which <br />hearing aerial photographs, drawings and .other pertinent information were made <br />available for public inspection in accordance with state and federal requirements; and <br /> <br /> WHEREAS, all persons and parties in attendance were afforded full opportunity <br />to participate in said public hearing; and <br /> <br /> WHEREAS, representatives of the City of Charlottesville, were present and <br />participated in said Hearing; and <br /> <br /> WHEREAS, the Council had previously requested the Virginia Department of <br />Transportation to program this project; and <br /> <br />WHEREAS, the Council considered all such matters; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Charlottesville hereby approves the location and major design features of the proposed <br />project as presented at the Public Hearing; and <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville requests the <br />Virginia Department of Transportation to acquire all rights of way necessary for the <br />project in the name of the Commonwealth of Virginia at the appropriate time; and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized to discuss <br />appropriate design enhancements and mechanisms for approving the costs of the same; <br />and <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized to <br />execute, on behalf of the City of Charlottesville all necessary railroad and utility <br />agreements required in conjunction with acquiring such rights of way. <br /> <br /> Regarding the Fontaine Avenue project, Mr. Caravati asked about traffic <br />projections, and Mr. Tolbert said that the Dymond and Fontaine Park projects were <br />considered, but noted that the design is for current traffic, and if the goal is to carry more <br />traffic, there should be more lams. <br /> <br /> Mr. Cox expressed concern that the CitY is making improvements for people who <br />come and go to the County, where sprawl development is occ~ring which compounds <br />the problem. Mr. Cox said this is not advancing the City's agenda of improving the <br />quality of life in the City, and he feels very conflicted about supporting the project. <br /> <br /> Mr. Lynch said he would like to get clarification about the number of lanes, <br />noting that if there is a true median he would not be as concerned with the three lanes. <br /> <br /> <br />
