Mr. <br />Stoner said the funds recommended are already earmarked for senior affordable housing. <br />Mr. Stoner said that it would be far more profitable to operate the facility as something <br />other than an adult care facility. <br /> <br />Mr. Toscano said the question is how to get the money back. <br /> <br /> Mr. Walker said that JABA is a public entity and the City makes four board <br />appointments which provide oversight. Mr. Walker said they could work on a possible <br />profit sharing down the road. <br /> <br /> Mr. Caravati asked about the idea ora management committee, and Mr. Walker <br />said he has no problem with that. <br /> <br /> Mr. Toscano made a motion to authorize staff to develop the program more fully, <br />recognizing the City's involvement via a management committee, and to develop a way <br />to share gains that may accrue, on the principle that all share ifa surplus is generated. <br /> <br /> Mr. Caravati said he would like to see a business plan outlined before a formal <br />vote is taken, and a detailed narrative explaining the marketing plan and use of the <br />reserve funds. <br /> <br /> Mr. Toscano said he has no problem accepting that addition to his motion if it can <br />be done. <br /> <br /> Mr. Lynch seconded the motion and offered a tHendly amendment to ask for a <br />regional component. <br /> <br /> Mr. Toscano said he is not willing to accept that as an amendment because while <br />he has no problem asking that, he does not want it conditioned on that, <br /> <br /> Ms. Richards said she appreciates the efforts of the team working on the proposal <br />since there is no place for the auxiliary patients to go. Ms. Richards said she has no <br />interest in sharing in profits and approaches it as a community service that residents need. <br />Ms. Richards said she will support the proposal. <br /> <br /> Mr. Caravati said he will support the proposal, and thanked the developers, noting <br />that they did not have to maintain the facility. <br /> <br /> Mr. Toscano's motion was approved by the following vote. Ayes: Mr. Caravati, <br />Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None. Absent: Mr. Cox. <br /> <br /> Ms. Richards asked for Council's support for sending a letter to the Joint <br />Comnfission on Health Care supporting the eliminating of the local share for state <br />auxiliary grant clients, and it was the consensus of Council to support sending the letter. <br /> <br />REPORT: TEA-21 PRIORITIES <br /> <br /> Mr. O'Connell said that staff recommend that Council consider the Jefferson Park <br />Avenue streetscape project for their TEA-21 grant application, and noted that a public <br />hearing must be held at the next meeting on the grant application. <br /> <br /> Mr. Ron Higgins, Planner in Neighborhood Development Services, explained that <br />the deadline for TEA-21 applications is January 31, and requested that Council discuss <br />and select a project for staff to pursue. Mr. Higgins said that staffrecommend joining <br />with the University of Virginia for the Jefferson Park Avenue proposal -which will add <br />bike lanes and continuous sidewalks on the eastern portion of the street. <br /> <br /> Mr. Lynch said he is concerned that the City is obligating itself to completing the <br />other phases of this project. <br /> <br /> <br />
